PURPOSE: To consider the legal advertisement for items to be presented at the joint Board of
County Commissioners/Planning Board Quarterly Public Hearing scheduled for November 22,
2010.
BACKGROUND: The Board of County Commissioners reviews proposals to be considered at
public hearing for consistency with general County policy and presentation format. The following
item is proposed for consideration at the November 22, 2010 Quarterly Public Hearing:
1. Unified Development Ordinance (UDO), including changing the names of the existing
Economic Development Districts (EDDs) on the Zoning Atlas (note: neither the boundaries
of the EDDs nor the uses permitted in the EDDs are changing).
The attached legal advertisement provides additional information regarding this item, including
information about an open-house style public information meeting scheduled for Wednesday,
November 17, 2010 from 5:30 to 7:00 p.m. in the County Office Building at 131 West Margaret
Lane in Hillsborough in the Lower Level Conference Room.
FINANCIAL IMPACT: Other than advertising costs, which are included in the FY 2010-11
Budget, there are no direct financial impacts associated with the approval of this item.
RECOMMENDATION(S): The Manager recommends the Board approve the proposed
November 22, 2010 Quarterly Public Hearing legal advertisement.

NOTICE OF JOINT PUBLIC HEARING and
PUBLIC INFORMATION MEETING
ORANGE COUNTY BOARD OF COMMISSIONERS
ORANGE COUNTY PLANNING BOARD
A joint public hearing will be held at the Department of Social Services, Hillsborough
Commons, 113 Mayo St., Hillsborough, North Carolina, on Monday, November 22, 2010,
at 7:00 PM for the purpose of giving all interested citizens an opportunity to speak for or
against the following item:
A. PUBLIC HEARING ITEM
1. Unified Development Ordinance (UDO): The proposed UDO combines several
existing Ordinances into one document and makes changes to regulations pertaining
to Landscaping, Buffers, and Tree Protection; Signage; Parking, Loading, and
Circulation; Stream Buffers; and Stormwater Management. Additionally, the existing
"Planned Development" zoning districts are proposed for deletion and are proposed
to be replaced by Conditional Zoning Districts and a Conditional Use District. Other
changes to existing text are also contained within the UDO. All changes from
existing text are documented within the UDO using strike-through text, color-coded
text, and footnotes.
Upon adoption of the UDO, the following Orange County Ordinances would be
repealed and replaced by the UDO: Zoning Ordinance, Subdivision Regulations,
Economic Development Districts Design Manual (a subsection of the existing Zoning
Ordinance), Environmental Impact Ordinance; Soil Erosion and Sedimentation
Control Ordinance, and Stormwater Ordinance.
Additionally, the existing Economic Development Districts (EDD) will be re-named
and the new names will be depicted on the Zoning Atlas (map). The uses currently
allowed in the County's three EDDs are not changing nor are the boundaries of the
existing EDDs being amended.

Pu ose: To receive citizen comment on the Unified Development Ordinance
(UDO).
Accommodations for individuals with physical disabilities can be provided if the request
is made to the Director of Planning at least 48 hours prior to the Public Hearing by
calling the one of the phone numbers below. The full text of the public hearing item
may be obtained after November 12, 2010 from the Planning Department (Note: the
UDO is available only digitally via the Department's website or a CD containing a PDF
file of the document may be obtained from the Department). The agenda abstract and
attachments may also be obtained at the County website www.co.orange.nc.us at the
Meeting Agendas link prior to the meeting.

Margaret Lane, Suite 201, Hillsborough, North Carolina. Office hours are from 8:00 a.m.

PUBLIC INFORMATION MEETING REGARDING UDO
An "open house" style Public Information Meeting will be held on Wednesday, November
17, 2010 to provide interested persons the opportunity to speak with Planning staff members
in an informal setting about the proposed UDO. The Public Information Meeting will be held
in the County Office Building at 131 West Margaret Lane in Hillsborough in the Lower Level
Conference Room from 5:30 to 7:00 p.m.
