PURPOSE: To consider making three (3) reappointments to the Human Relations
Commission.
BACKGROUND: The Clerk's office has received a request from the Human Relations
Commission for the reappointment of Ms. Lori Lumpkin, Mr. Richard Perry, and Dr. Lori
Schweickert. If reappointed Ms. Lumpkin, Mr. Perry, and Dr. Schweickert will each be serving
their first full terms expiring 06/30/2013.

Women:
Orange County Commission Chair Valerie �Foushee asked that I contact you to provide
follow up informa.tion as to efforts of Couniy Commissioners to address in consistent -
format the operation and missiori of the variou.s citizen advisory boards Orange County .
currently has in:place.� These efforts have;tieen comprehe�sive aiid involved the �• � •
assistance of UNC Institute of Government Consultauts. �.. ': �
Reviewed were: the allocatiori of. staff time;to. :each current aclvisory board and
commission; whether.. by-laws and. operational_guidelines were.::corisisfe�t among the
groups;the mission and goals:of each;group;if�groups aclueved their objectives; or, does
overlap exist between'groups hinderi.ng or�delayin$better outcomes.. �. . `. . -.:. :
County Commissioners spent many.hours.involved in this review process. They heard
from members of various boards and commissions. County comm.issioners reached
general consensus to move forward on several fronts. Budget issues also impacted
considerations. County staffmg reductions and reassignments 'reduce staff availability
and support for advisory board and committees requiri.ng each to be more self-standi.ng.
Work remains to be done as to finalizing uniformity of by-laws and reportirig processes
along�with establishi.ng measurable goals and objectives for each standing committee.

County Commissioners expressed a desire for the Hu.mau Relations Commission and
Commission for Women to unite in a collaborative effort focusing on common issues.
Currently,there are 15 listed members of the Human Relations Commission and 9 listed .
members of the Commission for Women. County Commissioners would like to see
members of the Human Relations Commission and Commission for Women come
together in to address the needs of both groups in an effective manner. Dr. Fikes,
Director of Housing and Community Development is available to be of assistance in
evaluating important elements and interests the two separate groups have in common that
can be united in a manner to facilitate i.mprovements.
A key element of that effort may be outreach to other groups outside the County's
governmental framework growing new partnerships tha.t link common interests. It is ,
. hoped the members of both advisory boards see this opporhznity worthy of pursuit
County Commissioners seek your input and ask each group to work together to analyze
options and provide feedback. County Commissioners remai.n committed to issues that
both the Human Relations Commission and Commission for Women have pursued in the
past. The County will soon consider the adoption of a "Social Justice Goal
Implementation Plan".
Within the framework of budget constraints and staffing limitations, the role of advisory
boards and commissions must depend more heavily upon the efforts and commitment of
individual volunteers like you. �
What comes forth from your discussions will be considered by County Commissioners as
they formulate ultimate decisions regazdi.ng the number,type and size for advisory boards
and commissions for Orange County. Hopefully, you with the assistance of Dr. Fikes
will examiue available optioris and offer suggestions. � � �� � �

assist in facilitating your discussions and summarizing the resulting collaboration. Dr.
Fikes will coordi.na.te efforts with the Chairs and Vice-Chairs of both commissions to

Dear Members of the Orange County Human Relations Commission and Commission for
Women:
Orange County Commission Chair Valerie Foushee asked that I conta.ct you to provide
follow up information as to efforts of County Commissioners to address in consistent -
format the operation and mission of the various citizen advisory boards Orange County
currenfly has in�place. These efforts have ,been comprehe�sive aud involved the �• ' •
assistance of UNC Institute of Government Consultants. �.. �
Reviewed were: the allocatiori of. sta£f time to. each current advisory board and
commission; whether.by-laws and operationa,l_guidelines wei-e::corisistexit among the
groups; the mission and goals:of each;group; if�groups aclueved theii objectives; or, does
overlap exist between groups hindering or�delaying befEer outcomes. _ `
County Commissioners spent many.hours.involvecl in this review process. They heard
from members of various boards and commissions. County commissioners reached
general consensus to move forward on several fronts. Budget issues also impacted
considerations. County sta�ng reductions and reassignments reduce staff availability
and support for advisory board and committees requiring each to be more self-standing.
Work remains to be done as to finalizing uniformity of by-laws and reporting processes
along�with establishi.ng measurable goals and objectives for each standi.ng cotnmittee.

County Commissioners expressed a desire for the Human Relations Commission and
Commission for Women to unite in a collaborative effort focusing on common issues.
Currently,there aze 15 listed members of the Human Relations Commission and 9 listed .
members of the Commission for Women. County Commissioners would like to see
members of t,he Human Relations Commission and Commission for Women come
together in to address the needs of both groups in an effective manner. Dr. Fikes,
Director of Housing and Commuuity Development is available to be of assistance in
evaluating important elements and interests the two separate groups have iri common that
can be united in a manner to facilitate improvements. -
A key element of that effort may be outreach to other groups outside the County's
governmental framework growing new partnerships that link common interests. It is .
hoped tlxe members of both advisory boazds see this apporh�nity worthy of pursuit
County Commissioners seek your input and ask each group to work together to analyze
options and provide feedback. County Commissioners remai.n committed to issues that
both the Human Relations Commission and Commission for Women ha.ve pursued in the
past. The County will soon consider the adoption of a "Social Justice Goal
Implementation Plan".
Within the framework af budget constraints and staffing li.mitations, the role of advisory
. boards and commissions must depend more heavily upon the efforts and commitment of
individual volunteers like y,ou. �
What comes forth from your discussions will be considered by County Commissioners as
they formulate vlti.ma.te decisions regarding the number,type and size for advisory boards
and commissions for Orange County. Hopefully, you with the assistance of Dr. Fikes
will exanv.ne available options and offer suggestions. � • � � '
