PURPOSE: To consider relocation alternatives for the Parks Operations Base currently housed
in leased space at 503 Cornerstone Court, Hillsborough.
BACKGROUND: Since 2004, Orange County has leased a 4,000 square foot building with
approximately 3,500 square feet of secured grounds near the intersection of Highways 86 and
70A. The facility, located within a office park, provides space for essential functions of the
Mobile Parks Crew and the County Landscape Crew. Administration and oversight of parks site-
based crews also occurs at this location. The annual lease rate for this property is $37,155 per
year, with the County also responsible for approximately $2,350 in electric and natural gas
service. This lease allows the possibility of termination with a 60-day notice.
Given budgetary constraints and the potential location on County-owned sites, staff has
pursued alternative, County-owned locations for this facility that would be both economical and
functionally viable. The possibilities were narrowed down to three potential solutions: the future
Blackwood Farm Park (New Hope Church Road and NC 86), 1914 New Hope Church Rd.
(former Emergency Services building), and the future Millhouse Road Park site.
Each site has been thoroughly studied to determine the opportunities and constraints involved.
At both the 1914 New Hope Church Rd. site and the future Blackwood Farm site, buildings
would have to be constructed to accommodate the indoor shop space required. The Blackwood
Farm site would also require an office building or temporary unit. The Millhouse site has existing
facilities that would suit both purposes with relatively minimal up-ft. Upon review with
management from a cost and existing facility perspective, the Millhouse Road site is the
recommended choice.

Two full time employees (FTEs) would have offices at the base (in the house at 6823 Millhouse
Road) and be present approximately 50% of the work week. These employees are typically out
in the field the rest of each work day/week. Three other staff members start and finish their
workdays at the base and are out in the field the rest of each work day (except for rainy days,
when they may be at the base). These three staff members do not have computers, phones or
paperwork that require time at the base as a routine. During mowing season, up to four
seasonal employees also start and finish at the base. The house would accommodate two
offices, a `muster' room, and a room with a conference table or folding tables for occasional
meetings. The base would not receive visitors. Once a month, a Parks division meeting is held,
which could include as many as 10 people. Equipment, machinery and supplies would be
stored and cared for in the existing shop and barn located at the site.
Planning and Environmental Health staff have assisted in evaluating the issues involved with
allowing the proposed use at these sites. If the proposal is approved by the BOCC, staff will
file a site plan application with the Planning Department.
If approved, a 60-day notice of intent to vacate the cornerstone Court property could be sent
with an effective date of December 31, 2010.
Besides the cost, other criteria considered in providing a recommendation included security,
access to utilities, proximity to work sites, and impact on the community. Well and septic
systems have been evaluated at the Millhouse property and have been approved for use.
Security is within an acceptable level of risk, and the proximity or travel distance to work sites is
also acceptable (please see attached map).
Initial Community outreach
To inform and assess the community reaction to this possibility, an open house was held on
Thursday, September 30. Meeting announcements were sent to 10 proximate land owners,
and word was also spread among the neighbors by word of mouth. Reaction of the three
neighbors in attendance (all adjoining property owners) was positive, asking that special
attention be paid to speed limits and minimizing trips on northern Millhouse Road as much as
possible. Further communication would be provided if this project moves forward.
FINANCIAL IMPACT: The Millhouse Road site would require some electrical, grading and
gravel, carpentry, concrete and fencing. Estimates for this work are in the $60-$80,000 range.
Stabilization and up-fit of the house was previously approved and funded in 2009, with
approximately $51,000 remaining. In addition, the termination of the lease at Cornerstone
Court would leave those remaining funds (approximately $18,600) also available. This would
provide a total of approximately $69,600 for the project. Much of the planned work is consistent
with the previously-planned stabilization and up-fit for the house and barn.
RECOMMENDATION(S): The Manager recommends that the Board approve the relocation of
the Parks Operation Base to the future Millhouse Road Park property as outlined above, and
that steps be undertaken to terminate the current Cornerstone Court lease on December 31,
2010 (or as soon as practicable following that date).
