PURPOSE: To increase the County Manager's vacation leave accrual rate.
BACKGROUND: The Orange County Board of Commissioners has completed the County
Manager's performance review for the period October 6, 2009 through October 5, 2010. As
part of the Manager's employment contract, the Board approved a vacation accrual rate of
14.4 hours per month or 172.8 hours per year. As a result of the Manager's performance
review, the Board will adjust the Manager's vacation accrual rate from the current 14.4 hours
per month or 172.8 hours per year to the new rate of 16.8 hours per month or 201.6 hours per
year. This is consistent with a rate within the Personnel Ordinances, Article IV Employee
Benefits, Section 5.3 Vacation Leave (see Attachment 1).
This rate change is effective October 6, 2010 with the completion of the review process.
FINANCIAL IMPACT: There are no immediate financial impacts. At time of separation, all
employees are paid for up to 240 hours of accrued vacation (or annual) leave.
RECOMMENDATION(S): The County Manager's vacation leave accrual rate will increase to
16.8 hours per month or 201.6 hours per year effective October 6, 2010.

Section 5.3 Earnine Vacation Leave
5.3.1 Each Permanent employee earns Vacation Leave based on the regular work
schedule and the total years of Orange County service as a Permanent employee.
5.3.2 The earning rate for a Permanent Full Time employee regularly scheduled to work
40 hours each workweek is as follows:
