Please inc}udc how you expect this grant to impact public safety and/or crime prevention in your community (250 words or less) . * Please type Your response below grange County Emergency Management will utilize this funding to upgrade the technology in our 9-1-1 Center to provide better dispatch and communication services for law enforcement and other emergency responders in the county. We plan to purchase additional radio equipment allowing us to migrate to an 800 MHz trunked radio system facilitating better communications interoperability. This grant will impact public safety and crime prevention by allowing all law enforcement agencies in the county to communicate with one another, as well as with other emergency response agencies.. This system will also allow communication wi#h . the state Highway Patrol and Department of Transportation which might be necessary when chasing suspects and/or dealing with emergencies on the highways. SUPPLEMENTAL APPLICATION INFORMATION Orange County Emergency Management 2005 COPS Technology Grant Program I.. Project Summary Section A.. Assessment of Existing Problems Orange County Emergency Management directs and controls the 9-1-1 Center which provides emergency call taking, dispatch services, and criminal records lookup services for• the foar• municipal and county law enforcement agencies in the county. The current system operates on VHF and UHF frequencies that precludes agencies in the county to talk directly with one another and will not allow communication with state law enforcement agencies, such as the Highway Patrol. Further, other .emergency services departments such as fire departments, rescue squads, emergency medical services, and emergency management aze on disparate radio systems as well.. The current radio systems are also conventional systems, and are not franked, which leads to channel crowding and reduces access to telecommunicators in the 9-1-1 Center. This can result in serious threats to the health and safety of'law enforcement officers if they aze not able to radio for help in the event the radio channel is busy.. A franked radio system, like the one our• agency plans to upgrade to, will provide for an emergency button that the ofPicer~ can activate to gain immediate access to the radio to call for' help. There aze currently no provisions in place to allow law enforcement agencies However, such new technology is expensive and it outside of•the capabilities of our• county budget to upgrade in a timely manner.. Our' current budget is based on continuation/maintenance of'our conventional system and does not include the costs to upgrade to the 800 MHz system without some federal assistance. The state has implemented an statewide 800 MHz radio project upgrade that local governments can join, called the Voice Inter~operability Pian for' Emergency Responders (VIPER}.. The VIPER prnj ect entails the establishment of 800 MHz infr~astruchu•e (towers and repeaters) throughout North Carolina.. Local governments may purchase portable and mobile units to utilize on fhe system, and 9-1-1 centers may purchase 800 MHz consoles to dispatch on the system.. A substantial amount of'homeland security grant funding has been directed by the state to the infr~astructur~e upgrades. Orange County has duetted a large portion of its homeland security grant funding towaz~ds pux•chasing the portable and mobile units in anticipation of being able to access the 800 MHz system. However, no funding is available to upgrade the 9-1- 1 Center which is the central hub of emergency communication services in the county. the county will not be able to completely switch over to the new system until the 9-1-1 Center is upgraded, as no dispatching will be able to be accomplished on the 800 MHz system.. B.. Project Goals and Objectives The goal of'the project is to provide upgrades to the 9-1-1 Center to allow dispatching and communication with units in the field., Procuring 800 MHz base stations and installing antennas on radio tower outside of'the 9-1-1 Center can accomplish this goal in a cost efficient manner. Goal 1: To provide the 9-1-1 Center with the ability to interact on a new system that allows departments and agencies to communicate with one another Objective 1: Bngage the 9-1-1 Center into the new radio system that allows interoperable radio communication between departments and agencies by utilizing 800 MHz talk groups Objective 2: Allow the 9-1-1 Center access to the radio system that reduces the amount of time the radio user must wait to gain access to the radio frequency by utilizing radio trunking technology Goal 2: To reduce the risk to the life and health of'the law enforcement officer Objective 1: Interlink the 9-1-1 Center into the radio system that provides for the immediate communication with a telecommunicator in the event of an emergency Objective 2: Allow the 9-1-1 Center with the capability of'contacting a wide variety of law enforcement resources through the use of the new radio technology and allowing the Center to place those mutual aid r~esour~ces in direct contact with the endangered officer. Evaluation Plans. Outcomes, and Effectiveness of the Program The modernization of the radio communications system in the 9-1-1 Center will enhance the county's crime prevention efforts by facilitating the rnor~e rapid communication of law enforcement officers to communicate with one another, other emergency responders, and the 9-1-1 Center. The system will reduce the wait time that law enfar~cement officers encounter when they wish to access a telecommunicator to run a records check, to request assistance, and to call for help . The telecommunicator• will be able to notify other emergency responders to assist law enforcement in crime response and prevention efforts. This will potentially result in a reduction of crime thorough more expedient notif cation of law enfor•cexnent personnel, better' sharing of information amongst personnel, and faster clearance of crimes due to better information.. E, Current/ Planned Community Policing And Crime Prevention Activities the project will improve our• agency's ability to assist the law enforcement agencies' efforts in preventing crime through the better and faster sharing of information. The law enforcement agencies will be better prepared with information on suspects and will be able to reduce potential crime throughout the county through easier sharing of information amongst disparate agencies,. The crime prevention activities also extend to special events coverage. Halloween annually brings over 40,000 people to Franklin Sir•eet in Chapel Hill which is a very small area. Further, Orange County is home to the University of'North Carolina at Chapel Hill which has a winning athletics department.. Athletic events draw tens of thousands of people to the Chapel Hill and Orange County area, which leads to potentially higher crime rates., Ihis new technology will assist officers in responding to those situations by allowing officers providing mutual aid from fax' away to communicate with one another. The project will enhance our worling relationship and that of'law enfoxcement agencies by promoting the use of inter•operable radio equipment.. By utilizing interoperable radio equipment, departments may develop closer professional bonds and develop common goals that may have been tacking. Technology Budget Narrative Orange County Emergency Management Orange County 9-1-1 Center Radio Technology Upgrade Project- Budget Narrative Equipment A. 16 Control Station packages Orange County Emergency Management operates five fully functional call taking and dispatch capable consoles in its 9-1-1 Center, and two call taking only stations. This equipment contains pximar~y components that have an average age of oven 15 years... This is far outside the average life span of'this technology, and the technology is beginning to fail . Spare parts are no longer produced, and any parts necessary must come from out of service machines., Orange County Emergency Management wishes to upgrade to new technology in the farm of a 800 MHz franking system.. The radio control stations will provide this capability to dispatch and share information over the 800 MHz platform under construction by the state, We have researched and determined that sixteen (16) control station packages that include the radio system, power supply, microphone, sofiware, programming and other necessary accessories will meet our' needs. These components will allow our telecommunicator~s to function on the 800 MHz platforms. Each control station package will cost approximately $8,999.81 for' a total of $14.3,997..00.. B .Antenna Orange County Emergency Management will procure and install an antenna system to provide connectivity between the control station packages to the 800 MHz radio tower on Eno Mountain..
