HomeMy WebLinkAboutRES-2005-020 Orange County Transportation Priority List for 2007-2013 TIP~~ s- ~20 d-S Oo2 Q 3 - ss ~~~s 5~ ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION CONCERNING ORANGE COUNTY'S PRIORITY TRANSPORTATION PROJECTS FOR THE TRIANGLE AREA RURAL PLANNING ORGANIZATION (TARPO) REGIONAL PRIORITY LIST FOR THE 2007 - 2013 TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, the North Carolina Board of Transportation, every two years, prepares a Transportation Improvement Program that identifies transportation projects scheduled for State and Federal funding over the next seven years; and WHEREAS, the North Carolina Board of Transportation, on July 8, 2004, moved the seven year, biennial Program to be effective beginning and ending in odd numbered years; and WHEREAS, the North Carolina Board of Transportation solicits input for identifying transportation projects of local and regional importance to be included in the FY 2007-2013 Transportation Improvement Program; and WHEREAS, Orange County gives priority to identified safety needs on existing roads and bridges, to other transportation projects that encourage alternatives to automobile travel, to projects that minimize adverse impacts on the natural environment and cultural sites, and to those projects that foster economic development in the designated Economic Development Districts; and WHEREAS, Orange County strongly encourages the North Carolina Department of Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate bicycle and pedestrian traffic to provide alternative means of transportation that may result in reduced automobile traffic and related air and water impacts; and WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian passage along any existing or planned trail-system connectors; NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that: The Board of County Commissioners endorses the attached project priority list of transportation projects to be considered for inclusion in the FY 2007-2013 Transportation Improvement Program. p ~R Upon motion of Commissioner ~ ~;, ,seconded by Commissioner ~~~, the foregoing resolution was adopted this the 1..5~ day of~~'t 2005 I, Donna Baker, Clerk to the Board of Commissioners for the County of Orange, North Carolina, DO HEREBY CERTIFY that the foregoing is a true copy of so much of the proceedings of said Board at a meeting held on October 21, 2003, as relates in any way to the adoption of the foregoing and that said proceedings are recorded in the minutes of said Board. ~ WITNESS my hand and the seal of said County, this ~_ day of ~- , 2005. This stretch of roadway borders the western boundary of the I-85/Buckhorn Road Economic Development District EDD). This area is the focus of a growing problem of traffic backing up on the northbound exit ramps of I-85 caused by northbound traffic exiting I-85 onto southbound Buckhorn Road and turning left into a nonconforming business use just south of the interchange. With increased interest in extending water and sewer, and reconsidering proposed uses within the EDD, improvements to the transportation system to support plans for that district are necessary to attract the desired development. Improvements are also needed for the safety of increasing pedestrian travel in this corridor. The improvements will especially be needed with increased traffic related to the new middle school and soccer fields on the north side of West Ten Road. 2, Efland Cedar Grove Road (SR 1004, SR 1357): straighten and make turn lane improvements; make more direct connection to Interstate 85. Traffic has increased approximately 170% over the past ten years on Efland-Cedar Grove Road just north of US 70, with the greatest increase between 1997 and 1999 when average annual daily traffic (AADT) increased from 2000 to 4200, a 110% increase over the two year period. The most recent AADT counts show a 14% over the period from 1999 to 2001. Much of that traffic "dog-legs" through Efland on Forrest Avenue to Mt. Willing Road to access Interstate 85. Mt. Willing Road provides an at grade crossing of the North Carolina Railroad corridor, the only access across the railroad. tracks between Hillsborough and Buckhorn Road. (The I-85/US 70 Connector just east of Efland is not accessible to traffic on eastbound US 70.) 3. Daryland Road/Orange Grove Road/Buckhorn Road bicycle lanes: construct 4-ft. paved shoulders. along the following route from Carrboro to West Ten Road to provide a connection with proposed routes to Mebane and Effand. • Dairyland Road fSR 1112 - SR 1113 - SR 1177) from Union Grove Church Road to Orange Grove Road (SR 10061; • Qrange Grove Road (SR 10061 from Dairyland Road. fSR 1177) to Buckhorn Road SR 1114. ;and • Buckhorn Road (SR 11141 to West Ten Road (SR 11.441. ORANGE COUNTY TRANSPORTATION PRIORITY LIST FOR AREAS WITHIN THE TRIANGLE AREA RURAL PLANNING ORGANIZATION FOR CONSIDERATION OF FUNDING IN THE 2007 - 2013 TRANSPORTATION IMPROVEMENT PROGRAM 4. Orange Grove RoadfDodson's Crossroad bicycle lanes• construct 4-ft paved shoulders along Orange Grove Road (SR 'IQQB} from Interstate 40 to Dodson's Crossroads (SR 11Q2) and along Dodson's Crossroads to Dairyland Road fSR 1~,1~. This route would provide bicycle lanes to the Grady Brown Elementary School and Cedar Ridge High School from the area south of the schools and connect to a proposed bicycle facility on Orange Grove Road into Hillsborough. 5, Park and Ride Lot in the Buckhorn Economic Development District• Orange County requests funding for a park and ride facility (from the adopted Orange County Economic Development District Design Manual) to be located in the I-85/Buckhorn Road Economic Development District. This project would provide an opportunity for coordination of public transportation efforts between two growing regions in North Carolina, the Triad and Triangle.
