PURPOSE: To award two housing rehabilitation contracts for the HOME Program Housing
Rehabilitation Program and one contract for the CDBG Scattered Site Housing Rehabilitation
Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the County's Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on January 5 and 11, 2005 with bid
openings on January 26 and 28, 2005, with two bids received for each rehab job. Bid results
are. attached. J & R Home Improvements and Triple J Construction Co. submitted the lowest
bids.
FINANCIAL IMPACT: The 2004 CDBG Scattered Site Program and the 2003 HOME
Investment Partnership Program provides grant funding for this program.
RECOMMENDATION(S): The Manager recommends awarding the following housing
rehabilitation contracts:

Exterior:
1. Remove the gutter and awnings.
2. Remove the asbestos siding, window and door trim, fascia
soffitt and window sashes. This work must be done by a
State Certified Abatement Contractor.
3. Replace the windowsills with likesize lumber.
4. Replace window trim with likesize lumber.
5. Install 5/4 inch, composition board on the gable fascia and
3/4 inch pine on the front and rear fascia.
6. Prepare all remaining exterior surfaces for paint.
Caulk all seams. Paint the crawlspace access door,
front porch ceiling, awnings and exterior doors with
semigloss latex exterior paint.
7. Install vinyl siding and trim. Install aluminum coil stock
on the fascia, windows and door trim. Install vinyl soffitt
panels with a vented panel every four feet on the front and
rear sections of the house.
8. Remove all tree limbs from over the house.
9. Install aluminum, continuous gutter and downspouts.
Install plastic splash-blocks under each downspout.
Downspoutsto be not more or less than six inches
above the splashblocks.
10. Install two self-closing foundation vents and two
galvanized foundation wells on the front of the house,
three self-closing vents on the left~side of the house,
two self-closing vents on the rear of the house, and three
self-closing vents on the right side of the house.
11. Install a pressure treated handrail on the front porch.

1. Install a crawlspace access door of 3/ 'rnch plywood on
pressure treated frame. Install a galvanized hinges and
a locking hasp.

3. Install two double insulated, vinyl replacement windows
and trim. Windows to have one openable sash, locks
and screens.

and aluminum threshold. Cut the door to fit the opening.
Prime the top and bottom of the door with an oil based
primer. Install a keyed lockset.
3. Repair the brickwork at the right rear access door.
4. Remove all debris.
5. Remove all standing effluent in the crawlspace and water
in the basement area. Cover all effluent affected areas
with hot lime.

mold in a bead of caulk.
7. Adjust the strikeplate so that the door locks properly.
8.. Prepare the trim for paint. Set and putty all nails.
Caulk all seams. Paint the ceiling with ceiling white paint,
the trim with semigloss latex paint. Paint to cover
completely. Install two coats of polyurethane on the doors.
