PURPOSE: To consider making 2 new appointments to the Chapel Hill Board of Adjustment.
BACKGROUND: The Clerk's Office has received arecommendation/resolution from the
Chapel Hill Town Council requesting the appointment of Mrs: Suzanne Haff and Mr. Timothy
Peppers to the Chapel Hill Board of Adjustment. If appointed Mr. Peppers will be serving a
partial term expiring 06/30/2012 and Ms. Haff will be filling an expired term ending 06/30/2011.

A RESOLUTION MAIGNNG A RECOMIVVII;NDATION TO THE ORANGE COUNTY
BOARD OF COMIVIISSIONERS REGARDING THE ETJ AND JPA SEATS ON THE
CHAPEL HILL BOARD OF ADJUSTMENT (2010-06-21/R-2'~
WHEREAS, the Orange County Board of Commissioners has a resolution regarding the
ORANGE COUNTY APPOINTMENT AND ORIENTATION PROCESS FOR BOARDS
AND COMNIISSIONS that specifies "... When a vacancy exists, the municipality will be
requested to provide to the Board of County Commissioners a resolution with a recommendation
for that vacancy."; and
WHEREAS, the Chapel Hill Board of Adjustment has reviewed the viable applications and made
a recommendation to the Chapel Hill Town Council.
NOW, THEREFORE, BE TT RESOLVED, by the Council of the. Town of Chapel Hill that the
Council recommends the Orange County Board of Commissioners appoint Suzanne Hall (JPA), .
Timothy Peppers (JPA) and Peter Strongoli (ETA to the Chapel Hill Board of Adjustment
positions.

25.3. I Establishment of the, Board; Qualifications
A Board of Adjustment, ,consisting of ten (20) members, is hereby established.
Eight (8) members, appointed by the Council, shall reside within the corporate
limits of Chapel Hill. One (1) member, appointed by the Orange County Board
of Commissioners, shall reside with the Town's extraterritorial zoning
jurisdiction. One- (1) member, appointed by the Orange County, Board of
Commissioners, shall reside within the ~ Joint Planning Transition Area. There
shall be three (3) alternate members. Two (2) alternate members, appointed by
the Council, shall reside within the corporate limits of Chapel Hill. One (I)
alternate member, appointed by the Orange County Board of Commissioners,
shall reside within the Town's extraterritorial zoning jurisdiction or the Joint
Planning Transition Area. Each alternate. member shall sit as regular members on
any matter arising from their respective extraterritorial or transition areas, and
may sit as regulaz members on any matter in the absence of a regular member.
The Council may provide for the appointment of such additional number of
alternate members as it may in its' discretion deem appropriate. Members shall
serve without compensation.
The Council or County Board of Commissioners, as appropriate, may appoint
alternate members to serve on the Board in the absence of any appointed
members. Alternate members shall be appointed for the same term, at the same
time, and in the same manner as regular members. Each alternate member, while
attending any regular or special meeting of the Boazd and serving in the absence
of any regular member, shall have and may exercise all the powers and duties of
a regular member.
25.3.2 Tenure
Members of the Boazd shall be appointed to serve terms of three (3) years,. and
until their respective successors have been appointed and qualified. The terms of
the original members may be staggered so that all terms do not expire
simultaneously. Vacancies shall be filled for the unexpired term only.
