PURPOSE: To consider making a new appointment to the Orange County Alcoholic Beverage
Control (ABC) Board; and to consider designating a member of the Alcoholic Beverage Control
(ABC) Board as its Chair.
BACKGROUND: The Clerk's office has received a recommendation from the Orange County
ABC Board for Mr. Thomas Heffner's appointment. If appointed, Mr. Heffner will be serving a
full 3-year term effective 11/1/2010 and ending 6/30/2013.
In Orange County, all members of the Orange County ABC Board are appointed by the Board
of County Commissioners. The ABC Board operates the ABC system and has the authority to
hire and dismiss employees. The ABC Board members are compensated as determined by the
Board of Commissioners. There is one vacancy on the ABC Board.
The Board of County Commissioners, as the ABC Board appointing authority, is also
empowered to designate one of the ABC Board members as the chair of the ABC Board.
The Clerk's office has received a recommendation from the Orange County ABC Board for Mr.
Thomas Heffner's appointment. If appointed, Mr. Heffner will be serving a full 3-year term
effective 11/1/2010 and ending 6/30/2013.
FINANCIAL IMPACT: None
RECOMMENDATION(S): Consider making a new appointment to the Orange County ABC
Board and consider designating one of the ABC Board members as the Chair of the ABC Board.

Ms. Judythe Dingfelder's last meeting with the OC ABC Board is scheduled for October 12, 2010. Therefore, we
will have a vacancy that we would like to be filled as soon as possible.
The Orange County Alcoholic Beverage Control Board would like to make a recommendation that Mr. Thomas
Heffner be appointed to this board effective 11/1/2010.
Mr. Heffner previously served on the OC ABC Board from July, 2003 to June, 2009. Mr. Heffner was
appointed by the Board of County Commissioners as member and Board Chairman during the first five years of
his term. Mr. Heffner remained as a member of the ABC Board until his second term expired in June, 2009.
