SUBJECT: Alcoholic Beverage Control (ABC) Board -Introduction of New General
Manager

PURPOSE: To allow outgoing Alcoholic Beverage Control (ABC) Board Chairperson Judith
Dingfelder to introduce the new Alcoholic Beverage Control General Manager to the Board of
Commissioners.
BACKGROUND: Former ABC General Manager Daniel Sykes came to Orange County in
March 2002. During Mr. Sykes' time with Orange County, the ABC Board added two new store
locations and completed major renovations at another store. Mr. Sykes' leadership also led to
the establishment of contracts with the Carrboro and Chapel Hill Police Departments and
Orange County Sheriffs Department to assist in the prevention of underage drinking. The
distribution plan that provides funds to the Orange County General Fund was also enhanced.
Mr. Sykes developed the Alcohol Education and Rehabilitation Grant process that continues to
provide monies to the school systems in addition to providing financial assistance to non-profit
organizations in Orange County in the area of Alcohol and Substance Abuse.
Mr. Sykes resigned from the Orange County ABC General Manager position on March 31, 2010
to assume the position of General Manager of the New Hanover County ABC System in
Wilmington, NC.
The new ABC General Manager will be announced at the Board of Commissioners' meeting.
FINANCIAL IMPACT: NONE.
RECOMMENDATION(S): The Manager recommends the Board welcome the new ABC
General Manager to Orange County.
