BACKGROUND: The Justice Facilities Project, of which the Public Market House is a component, was approved by the Hillsborough Historic Dis#rict Commission on November 1, 2006. The approved Public Market structure is constructed of steel and laminate beams (see attached drawings) and will be installed in the general area at the edge of the park behind the Courthouse and in close proximity to the existing Sheriff s office. There were no changes in the structure suggested from that presented to the Board on June 15, 2006. The County has previously indicated a strong desire to complete the Market in time for use no later than May 1, 2007 in order to allow the market vendors to take advantage of a good portion of the 2007 growing season. In order to facilitate completion within the requested timeframe, Corley Redfoot Zack (CRZ), the project architect, has suggested that the laminate beam structure could be purchased separately and provided to the successful bidder of the Justice Facilities Project, following award of the bid in the spring 2007. This will allow the shop drawing approval and the manufacture of the structure to be completed in time to meet the County's requested date of availability for use. With that in mind, pricing for the specified structure was solicited from the manufacturer. Enwood Structures, LLC will fabricate and store the structure at no additional cost to the County, with delivery to the jobsite coordinated with the project contractor following bid award. The award amount for the structure is not to exceed $55,372, plus freight costs. Site preparation, including the associated parking around the Market, installation of the structure, concrete flooring and roof covering installation will be bid as part of the Justice Facilities Project, but is part of the construction of the Public Market and as such will be charged against the grant amount. Although shingles will be specified in the base bid as the roofing material, an alternate bid for metal roofing will also be solicited. '- 2 FINANCIAL IMPACT: Funding for the Public Market is provided through a $90,000 Federal Grant, facilitated by Congressman David Price. In addition to the $55,372 plus freight for the structure, the additional construction elements listed above will be included in the Justice Facilities Project bids, which will be received in late-January 2007 and will be charged against the grant funds. RECOMMENDATION(S): The Manager recommends that the Board award. a bid to Enwood Structures, LLC, Morrisville, NC in an amount not to exceed $55,372, plus freight costs for a laminate beam structure to be used as a Public Market; and authorize the Purchasing Director to effect the purchase.
