PURPOSE: To consider making new appointments to the Orange County Parks and
Recreation Council.
BACKGROUND: The Clerk's office has received recommendations from the Orange County
Parks and Recreation Council for Mr. Kyle Kaplan and Mr. James Carter. If appointed Mr.
Kaplan will be serving a partial term ending .3/31/2011 and Mr. Carter will be serving his first
full term ending 12/31/2012.

The Orange County Recreation and Parks Advisory Council (RPAC) reviewed all
applicants for the Recreation and Parks Advisory Council and recommends Kyle Kaplan
for the vacant Chapel Hill Town Limits position. Mr. Kaplan is a resident of Chapel Hill.
The criteria for this position are:
• A resident of the town of Chapel Hill
• An active interest in the development and improvement of recreational opportunities
and parks in Orange County
• Experience or training in recreational activities and/or
• Experience or training or demonstrated interest in parks
• Willingness to commit to active participation on the Council
In addition, the Recreation and Parks Advisory Council is committed to increasing the
diversity of Council members.
It is the feeling of the Council that Mr. Kaplan will provide valuable input as a member

• Mr. Kaplan demonstrated his interest in the work of RPAC by applying for the

I'm a parent of two children that have been and still are active in programs offered
through the county Parks and Recreation. Working in the community I am able to receive
first hand feed back from other parents and citizens on different topics. I hope my
experience as a parent and nearly life long user of the Parks and Recreation of Orange
