PURPOSE: To provide an update on the current status of the Property Information
Management System implementation.
BACKGROUND: At its October 20, 2009 meeting the Board of County Commissioners
authorized the execution of contracts with two primary vendors -Patriot Systems and Intelligent
Information Systems (IIS) -for the ,implementation of an entirely new Property Information
Management System used for the purpose of application of taxation requirements as directed
by North Carolina General Statute. Additionally this project also involves a new version of the
Property Information Number System (PIN) which is the actual official index of the Register of
Deeds as set out by Orange County ordinance.
As outlined in the October 2009 abstract, this project originally began in the fall of 2005
involving numerous partners to review existing software available and to prepare a needs
assessment. In 2007 the creation of a Request for Proposals began and took several months
to complete. After the approval granted in October 2009, the project plan was set into motion.
FINANCIAL IMPACT: There is no financial impact with receiving this status report.
RECOMMENDATION(S): The Manager recommends that the Board receive the report and
provide any comments and questions to staff.

MEMORANDUM
We are closing in on our "Go Live" date for the Property Information Management
System currently scheduled for October 4, 2010.
The Parcel Identification Number portion of the software has been written and is in
the fmal stage of completion. This portion of the software package had to be
created from the ground up through the collaborative efforts of Patriot Systems and
staff of the Land Records Division of Tax Administration. Though there has been
some trial and tribulation in the creation of the software package, staff is feeling
very confident that we have a strong and dynamic product. This new software
package will replace the current Legacy product that acts as the official index to
the Register of Deeds, as well as, the land ownership record for taxation.
The Assess-Pro portion of the Patriot Software is moving along in the
configuration stage with anticipation of conversion:to take place for critique by
staff prior to our go- live date. Just as with any software conversion involving
assessment data there are several aspects that are requiring intensive review. ~ As in
any conversion of data there will be some additional scrubs of the data as we move
forward but again staff is confident when all is said and done we will emerge with
a strong and robust assessment tool.
The Billing and Collections software suite that is supported by Intelligent
Information Systems on behalf of the North Carolina Property Tax System is also
in the final stages of data scrub and conversion.
As with all software installation, there will be issues that will require innovative
resolution. We are feeling positive that the final end product will allow for
continued success in meeting the requirements necessary to be successful in our
charge as set out under Orange County ordinance and North Carolina State law.
