PURPOSE: To consider a petition for abandonment of Secondary Road (SR) 1991 in Chapel
Hill Township from the State-maintained Secondary Road System.
BACKGROUND:, The North Carolina Department of Transportation (NCDOT) has submitted
a petition from the residents of SR 1991 (Lacock Road) to remove SR 1991 from the State
Maintenance Program.
SR 1991 is a 0.23-mile long gravel road that serves 2 homes. The road was added fo the State
Maintenance Program in May 1968 at the property owners' request and prior to NCDOT
changing its requirements for roads eligible to be a part of the Program. The previous
requirements allowed an unpaved road to become a part of the State's system.
Recently, Lacock Road was scheduled for maintenance and NCDOT began its assessment of
the road's condition. The homeowners on the road noticed NCDOT staff surveying the area and
inquired about the reasons. NCDOT staff explained that the road was due to be paved. In turn,
the homeowners asked NCDOT not to perform maintenance and to abandon the road from the
State's system.
Orange County Planning staff has reviewed the request and finds the request meets the
rationale for right-of-way abandonment because the road:
1. Could not be extended for the public purpose of transportation network connectivity to
other potential development;
2. III not divert traffic to other public roads;
3. Serves only two lots; and
4. Is a dead end.
NCDOT has investigated this request (see Attachment 2) and has submitted the petition to the
Board of Commissioners for its review and approval. The Board must take an administrative

action to approve the request to remove the right-of-way from the State Maintenance Program
in order for NCDOT to abandon maintenance.
FINANCIAL IMPACT: There is no direct financial impact associated with this item.
RECOMMENDATION(S): The Manager recommends the Board approve the request to
abandon SR 1991 from the State Secondary Road Maintenance Program.
