PURPOSE: To consider authorizing a contract for professional services with Reece, Noland &
McElrath, Inc. for design work for replacement of restroom fixtures, water and wastewater lines,
and all surface treatments (floors, walls, ceilings), including identification of water conserving
measures and fixtures.
BACKGROUND: The existing restrooms (including fixtures, water and wastewater lines, and
surfaces) for the Central Recreation Center at the Richard E. Whiffed Human Services Center in
Hillsborough are believed to be largely original to the building (circa 1957). The existing
configuration does not meet the Americans with Disabilities Act (ADA) code requirements. In
addition, water and wastewater plumbing lines (which are approximately 50 years old) are
subject to leaks and failures. These could result in lost water resources, increased cost to the
County, and inconvenience to customers.
Design services for restroom improvements will reflect the County's commitment to
greenbuilding principles, and will include specification of appropriate water conserving fixtures
(e.g. waterless urinals), locating fixtures to meet ADA requirements, re-routing and replacement
of water and wastewater lines, and replacement of surface treatments and stall dividers.
Staff proposes retaining the services of Reese, Noland & McElrath to design upfits of the four
restrooms in the building, including identification of minimal water consuming fixtures, rainwater
collection, etc.
FINANCIAL IMPACT: Reece Noland & McElrath would perform design services at a cost of
$17,800. Funding for this work (from Two-Thirds Net Debt Reduction Bonds) has already been
appropriated by the Board in a capital project ordinance covering repairs to Central Recreation.
RECOMMENDATION(S): The Manager recommends that the Board exempt this project from
the qualification-based selection process for architect services as allowed by GG 143-64.32 and
approve a contract with Reece Noland McElrath in the amount of $17,800 for design services for
the upfit of the four existing restrooms located in the Central Recreation building; and authorize
the Purchasing Director to execute paperwork as may be required.

PROJECT D6SCRIP'I'ION: Desi~~n of the renovation of the four toilet rooms ++hich are currently located
in the facility. Desisn would include evaluation of required future counts to comph~ with current code,
revising la}outs to comply with ADn requirements, as well as replacim~ all plumbing futures, toilet
partitions. and toilet room accessories. V1`e +vould implement the usa~~e of++•atcr conservin~~ measures in
the desi~,n of these toilet facilities. nlso included would he design ofne+v floor, wall, and ceiling finishes.
FEE: Our lump sum fee for this prgjrct is 517,800.00 (Seventeen Thousand Eight Hundred Dollars)
BASIC SERVICES: The lump sum fee proposed above includes the following basic services:
I . Perform a code evaluation of minimum facilities for the facility and ADA requirements for the
toilet rooms, including review of the proposed designs with the Orange County Inspections
Department.
2. Prepare project dra+vim_s and specifications in sufficient detail to obtain regulatory approval and to
receive bids.
;. Solicit bidders, receive informal bids, and negotiate as required, providing required documentation
to allow the County to award a contract to the selected bidder.
d. Review shop dra+yings and submittals for items of work that are part of our desi~,n.
i. Conduct site visits during construction to observe the +vork and assist with coordination or
problem resolution. Frequency of visits is estimated at two per +veek.
6. Conduct Pre-Bid, Pre-Construction, and Monthly Construction Conferences.
?. Conduct pre-final and final inspections.
8. Review Owner's ~danuals and as-built dra++ings submitted by the Contractor.
9. Prepare F~lectronic Record Dra+yin<~s from contractor-furnished as-built marked prints.
10. Support O+vner during the Contractors' one-year +yarranty period to resolve am problems with
finishes, equipment manufacturers. suppliers, system operation. etc.
nDDIIIONnL SFRVICIS: The lump sum fee proposed above does not include services such as those
