Amended 09/08/92 09/02/2010 5.1.2 An permanent increase or reduction in hours of an established permanent part time position requires approval of the Board of County Commissioners. 5.1.3 Adopts the Position Classification Plan annually. 5.1.4 Revises the salary grade for established class within the Classification Plan. 5.2 County Manager The County Manger is responsible for the administration and maintenance of the position classification plan, including: 5.2.1 Revising the Classification Plan, as appropriate, during the fiscal year within the funds allocated in the budget which shall include but is not limited to: 5.2.1.1 Allocating or reallocating an established position to a new or established class within the Classification Plan as a result in a change in assigned duties or responsibilities; and 5.2.1.2 Retiling an existing class 'to a new or established class within the Classification Plan. 5.2.2 For any revision to the Classification Plan, assigning the position to the appropriate salary grade within the salary scheduled approved by the Board of County Commissioners. 5.2.3 Reporting revisions of the plan to the Board of County Commissioners within thirty (30) days of the action taken and provide the Board with an annual summary report. 5.2.4 Approving temporarily an increase in the hours to meet immediate operating needs. Approved by the Orange County Board of Commissioners: First Reading: August 17, 2010 Second Reading: September 2, 2010 Amendment to Reinstate Article IV, Section 9.4 Supplemental Retirement [401(k) Plan] Employee's Contribution 9.4 Supplemental Retirement r401(k) Plan] Contribution Effective 101/01/11 9.4.1 Effective January 1, 2011 Orange County makes a Supplemental Retirement [401(k) Plan] contribution of $27.50 per pay period for each eligible employee for the remainder of the fiscal year, and thereafter as Board of County Commissioners provides in its' annual budget. 9.4.2 For this purpose, eligible employees are County employees both full time and part time (regularly scheduled at least 20 hours each workweek) appointed to permanent positions who are members of the N. C. Local Government Employees' Retirement System and who are not sworn law enforcement officers. See Section 9.5 for additional retirement benefits for Law Enforcement Officers. 9.4.3 To participate an eligible employee completes the appropriate enrollment form. 9.4.4 Coverage is effective with the date of appointment to the permanent position and enrollment in the retirement system. Contributions are suspended for any pay period in which the employee is in leave without pay status for that pay period. At termination, the County's 401(k) contribution ends. Basic Life Support Convalescent Transport Services and Emergency Services; authorized the Chair to sign the Franchise Ordinance; directed staff to discuss and enter into an Operations Agreement with AAA within 90 days that identifies the subcategories under which AAA will be permitted to operate the Convalescent and Emergency Medical Basic Life Support Franchise based on the needs of the County and the capacity and capabilities of AAA as well as to provide for the daily operational functions of AAA as it works within the Orange County Emergency Services System; and after the Emergency Services Director negotiates the Operations Agreement with AAA, authorized the County Manager to sign the Agreement subject to review by the County Attorney or his staff. Second Reading: Implementation of a One -Week Payroll Deferral — Amendment to Orange County Personnel Ordinance Article III, Section 1.0, The Work Week and Resolution Authorizing the Use and Advancement of Sick, Personal and Petty Leave During Payroll Deferral The Board approved on second reading the amendment to Article III, section 1.0 of the Orange County Personnel Ordinance and approved the resolution authorizing use and advancement of up to forty hours of sick leave and personal and petty leave accrued through June 30, 2011 for the sole purpose of supplementing employee pay for the period ending October 8, 2010 during implementation of the payroll deferral. n. Animal Services Facility — Third Amendment to Agreement for Construction Manager at Risk and Approval of Budget Amendment # 2 -A This item was removed and placed at the end of the consent agenda for separate consideration. % Justice Facility — General Contractor Extended Overhead Request and Approval of Budget Amendment # 2 -B The Board approved the $40,000 negotiated amount related to the extended construction overhead costs requested by the General Contractor; and approved the attached Budget Amendment #2 -B consolidating all costs for the Justice Center Facility into one capital project account. The total of all costs for this project is $12,277,329. r. Change in BOCC Regular Meeting Schedule for 2010 The Board amended its regular meeting calendar for 2010 by: - Adding a location for the Orange County Assembly of Governments Meeting, which is scheduled for Thursday, September 16, 2010 at 7:00 p.m. and will be held at the Southern Human Services Center, 2501 Homestead Road in Chapel Hill.
