BACKGROUND: Since FY 1994 -1995, Orange County has served as the fiscal agent administering grant funds for CJPP - related program services in Orange and Chatham Counties Historically, programs have included pre -trial release services and various substance abuse treatment services. Oversight of these programs is the responsibility of the Orange- Chatham Criminal Justice Leadership Council. The General Assembly's approval of FY 2005 -2006 CJPP legislation eliminates funding for pre- trial release programs effective July 1, 2006. In the past, the pre -trial release program has been operated through contractual arrangements with Orange- Chatham Alternative Sentencing. To continue these services, Orange and Chatham counties will have to fully support this program beginning in FY 2006 -2007. Currently, the CJPP award totals $163,914 with $40,979 allocated for pre -trial release services; $10,000 for administration; and the remainder in treatment services. Since pre -trial release services are no longer eligible to receive CJPP funds, the Orange - Chatham Criminal Justice Leadership Council is recommending that those funds be used to expand treatment services. These services would be provided through the creation of the Orange /Chatham Resource Center. Through contractual arrangements with Freedom House Treatment Recovery Center, the resource center would address the following goals: 1. Eliminate the cost barrier to treatment for the offender population 2. Maintain motivation for treatment through treatment support, probation, court supervision, and community supports, providing close liaison between the entities; 2 3. Strive for maintained abstinence from illegal substances, measured by frequent, random drug screens; 4. Promote abstinence from substance use, measuring compliance through frequent, random drug screening, assessing relapses when they occur through treatment planning and individualized treatment goals; and 5. Provide case management around key issues of employment, education, life skills issues, as measured by NC TOPPS Outcome Assessment Instrument and Global Assessment of Functioning (GAF). Services to be offered by the Orange /Chatham Resource Center will include: • Intake Assessment • Intensive and Regular Outpatient Services • Educational Services • Job Development Services • Family Counseling Services • After Care Services • Support Services • Drug Screening • Cognitive Behavior Intervention In addition to serving Orange County residents, the Orange /Chatham Resource Center at Freedom House proposes to establish office hours in Chatham County on a regular weekly, scheduled basis in order to provide community support similar to that offered to Orange County residents. Freedom House will also partner with Project Turn Around (currently funded by CJPP and operated by the Chapel Hill Police Department) to continue their substance abuse counseling services on a fee - for - service basis. The grant application also recommends supporting the Siler City Intensive Outpatient Program (IOP), which is currently administered through OPC Mental Health. The contract for this program would be administered by Freedom House through the Resource Center and would provide reimbursement on a fee - for - service basis for eligible intermediate offenders receiving program services at the IOP in Siler City. FINANCIAL IMPACT: With the elimination of CJPP funds for pre -trial release services, Orange and Chatham counties will be responsible for the approximately $41,000 shortfall. Staff from both Orange and Chatham counties are currently researching options for continued support of the pre -trial release program. Any subsequent recommendation for local funding will be provided through the County's Outside Agency Funding Process. The NC Department of Correction is yet to advise the County of its revised funding amount for FY 2006 72007. Should the amount differ from the current allocation, proposed program service contract amounts will be adjusted accordingly within the available state funds. RECOMMENDATION(S): The Manager recommends that the Board approve the grant application and authorize the chair to sign contingent upon staff and county attorney review.
