PURPOSE: To discuss the bids submitted for the Skills Development Center renovations and
to provide direction to County staff regarding a proposed outcome.
BACKGROUND: On April 25, 1997, a design charrette for the Skills Development Center
(SDC) was held. Approximately 40 people representing a full spectrum of interests in the
building participated. Examples of participants included proposed tenant agencies, Building
and Fire Officials from the Town of Chapel Hill, Skills Development Center Advisory Committee
members, County Commissioners and County staff.
The design was more fully developed and brought to the bid stage by Dixon/Weinstein
Architects, assisted by the Board appointed SDC Construction Task Force. The Task Force
included citizens with expertise in design, construction and construction management. County
Commissioner Margaret Brown and County staff Albert Kittrell and Pam Jones also worked
closely with the design team.
As a result of the general direction defined during the charrette, the design reflects a non -
institutional approach that incorporates energy efficiency into the design fabric. For example,
the smaller scale lobby area will feed into the resource center, which features a soaring ceiling
with exposed ductwork and other workings of the building which are normally hidden above
ceilings. Materials used throughout the building will further support the non - traditional, non -
institutional feel desired for this building.
The manner in which daylighting is used in the facility is unique to County facilities. Bricked
over windows along the western face of the building will be opened and roof monitors will allow
light to wash into spaces deep in the interior of the facility. Not only will this create a classroom
environment more conducive to learning, it will also provide significant energy savings over the
life of the facility. Lighting costs alone are estimated to be cut in half by the manner in which
daylighting is being designed into the building.
Bids for the renovation work were received on November 20, 1997. The apparent lowest bidder
is O.C. Mitchell, Jr., Inc. with a single prime bid of $824,222. (The lowest of the combined
multi -prime bids is $827,896.) State law requires that bids be solicited on the basis of a single
prime contract (one contractor is responsible for all work) and multiple prime contracts (one
contractor each is responsible for general, plumbing, mechanical and electrical work). The
award is then based, generally, on the lowest cost to the County.
The bids for the project exceed the highest construction estimate by approximately $44,000.
Should the Board choose to do so, the Purchasing Director could be directed to negotiate with
the apparent low bidder to determine value engineering oppportunities. As a pre- requisite to
this action, the Board should declare O.C. Mitchell, Jr., Inc. the apparent low bidder for the
work.
The County has a range of options, outlined in previous staff correspondence to the Board, for
funding the SDC renovations. The Manager recommends that the Board select the private
placement approach, which requires approval by the North Carolina Local Government
Commission (LGC). This approach would provide project financing at an attractive rate, and
enhance the County's flexibility to undertake needed renovation /maintenance projects for other
County facilities through the 1998 -99 CIP with other available capital funds
RECOMMENDATION(S): The Manager recommends that the Board: (1) direct the Clerk to
record in the minutes the proposals submitted to the County for this renovation project; (2)
declare the O.C. Mitchell, Jr., Inc. single -prime bid of $824,222 the low bid and O.C. Mitchell,
Jr., Inc. the lowest responsible bidder, taking into consideration quality, performance and the
time specified in the proposals for the performance of the renovation project to be done at 503
West Franklin Street, Chapel Hill; (3) authorize the Director of Purchasing and Central Services
to negotiate with O.C. Mitchell, Jr., Inc. in an attempt to bring the bid within the targeted
($780,000) project amount; and (4) select the private placement funding approach and direct
the Manager and staff to undertake the necessary procedural steps to secure approval from the
LGC.
