PURPOSE: To accept a three yeaz grant from the US Department of Justice, Office of Community
Oriented Policing Services and establish six permanent full time Deputy Sheriff positions funded
from the grant.
BACKGROUND: The US Department of Justice, Office of Community Oriented Policing
Services (COPSFAST) provides funding for community oriented policing efforts in jurisdictions
with populations of less than 50,000. Currently, the Orange County Sheriff's Department has three
active grants totaling $675,000. These monies partially fund nine Deputy Sheriff I positions. With
these positions, the Department has been able to increase police presence and address crime issues
in communities and neighborhoods throughout the County.
In December, the Sheriff's Department received notification of a fourth COPSFAST grant award.
This new grant will fund six additional full-time Deputy positions. As with the previous awazds, the
terms of the grant require Orange County to provide an overall match of approximately 25 percent
of the total three-year funding. The federal share of total salaries and benefits must decrease each
yeaz. In turn, the local shaze increases each yeaz leading to full local funding by the fourth yeaz of
the life of the program. The attached Estimated Personnel Costs spreadsheet provides the federal
and County costs for each of the COPSFAST grants the department has received.
Current yeaz matching funds for this most recent awazd aze included in the Sheriff's Department
1997-98 annual budget. For remaining yeazs of the COPSFAST 4 grant, the department plans to
fund the required match through lapsed salary from vacancies which typically occur throughout the
yeaz.

The attached grant application indicates that there is potential of additional COPSFAST positions
being awarded to Orange County in future years. There is no guarantee that the County will
actually receive additional positions, and approval of the attached grant project ordinance does not
commit the Board to approval of any additional positions beyond the existing COPSFAST positions
and those proposed in this abstract.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners accept
the COPSFAST 4 grant and adopt the attached grant project ordinance which authorizes the
addition of six full-time equivalent positions, effective December 1, 1997, in the Sheriff's
Department.
