PURPOSE: To consider authorizing the Purchasing Director to purchase furniture and
equipment necessary for the new Southern Human Services Center.
BACKGROUND: The Southern Human Services Center was completed and officially
transferred to the County effective January 29, 1998.
The Chapel Hill offices of the Department of Social Services, Health Department clinics,
Housing and Community Development, Child Support Enforcement and the satellite
Sheriff's office will be located in this building.
Attached is a list of furniture needed by these departments in order to upfit the building
for operation. Each department has surveyed present assets and is using items which
are usable from the current office locations. It should be noted that the departments
have delayed purchase of much needed replacement furniture in the present locations
for several years, pending the completion of this building. In addition, the building
represents a significant increase in space, thereby necessitating the complete upfit of
the new space.
As has been the case with other buildings built by the County, each department has
identified funds with which to purchase the items needed for upfitting departmental
space. Furnishings for common areas in the building, such as public meeting rooms
and waiting areas are paid for by the project account. The total cost for the furniture
listed is $119,418.92, with funding responsibilities as follows: DSS: $76,501.10;
Health: $27,547.94; Housing and Community Development: $3,142.12; Chairs for
common areas and meeting rooms: $12,228.26. Other furniture items will be
identified and purchased as departments move into the building during the next 45 days.
Those purchases will be made through the State contract and will fall below the
threshold requiring Board approval.
RECOMMENDATION(S): The Manager recommends that the Board authorize the
purchase of items pursuant to the attached list; and authorize the Purchasing Director to
execute paperwork supporting the purchases.
