BACKGROUND: The Boazd may wish to review, discuss, and provide direction on a number of issues related to proposed landfill community benefits and future solid waste management options, as outlined briefly below and in referenced attachments: Community Benefits: Status report on governing board action, and staff implementation (where applicable) on fourteen proposed landfill community benefits (Attachment 3A); Chair's letter to NCDOT requesting assistance for traffic signs on Rogers. Road (Attachment 3B); Sheriff s memo on close patrol along Rogers Road related to vehicles with uncovered loads or causing litter (Attachment 3C). NewlAdditional Information: Review of landfill reserve funds for equipment replacement, land acquisition, and landfill construction, with discussion of possible alternative uses of these reserves if anew landfill is not pursued (Attachment 3D); County Engineer's memo on potential impacts of blasting associated with Landfill construction on wells and groundwater (Attachment 3 E); confirmation of estimated operating/capital cost per ton for a materials recovery facility (Attachment 3F); Environmental Health Director's memo on well water treatment systems and their associated costs (Attachment 3G); Joyce Engineering report on the feasibility of the use of the Greene Tract as a potential site for a transfer station, MRF, and/or construction & demolition landfill (Attachment 3H, in bound document -received late Friday, February 6, so no County staff review has taken place); staff memo, developed in response to citizen inquiry about landfill post- closure costs (Attachment 3I). Next Stets: The Board may wish to review and discuss the most recent version of the proposed interlocal agreement (Attachment 3~ for future solid waste management in Orange County, with a particular eye towards those aspects of the proposed agreement where there appears to be consensus among the various governing boards. The Board may also wish to review for reference the various possible solid waste management scenarios (Attachment 3K) discussed by the Board during their October 1997 and November 1997 solid waste work sessions. Also included for information only is a list (Attachment 3L) of administrative issues developed by County and Town staffs during Spring 1997 that would have to be addressed should a transition become necessary from Town to County oversight of landfill operations. The Board previously indicated its intent to communicate to the municipal governing boards its current views regarding solid waste management options and proposed community benefits. Staff will receive the Boazd's direction at this work session and develop a draft of that communication to the other governing boards, following this work session. RECOMMENDATION(S): The Manager recommends that the Boazd discuss these solid waste matters and provide appropriate direction to staff.
