PURPOSE: To receive reports from various Orange County advisory boards and commissions
concerning their goals and objectives for 1998.
BACKGROUND: In eazly January 1998, the Chair wrote to invite comments from the County's
appointed advisory boazds and commissions concerning their goals and objectives for 1998.
Thirteen responses have been received, with four boazds indicating their desire to have a
representative make a brief oral presentation at the February 10 work session. Written input from
all these boazds and commissions is included as Attachments 1 A through 1 M.

The January 2, 1998 memorandum from Mazgazet Brown, Chair of the County
Commissioners, invited Orange County volunteer boards and commissions to present
their goals and objectives for 1998 at the February 10th bi-monthly work session of the
County Commissioners.
The Agricultural Districts Advisory Boazd and the Historic Preservation Commission
discussed 1998 goals and objectives at their respective January meetings, and both boazds
request the opportunity to make a brief presentation on February 10th.

To whom it may concern,
As Co-chair of our county's Nursing Home Advisory Committee, I enthusiastically
accept your invitation to address the commissioners on the goals and objectives of our
committee for the coming year. My objective will be to briefly outline the responsibilities
of our committee and describe some of the challenges we face when carrying.out these
responsibilities. In addition, I will encourage the commissioners to consider an amendment
passed by the state's General Assembly last year. which allows for the expansion of the
number of committee members at the discretion of the county commissioners. Since our
committee is made entirely of volunteers; I hope the commissioners will endorse this
amendment. Enclosed is a copy of this amendment. The highlighted portion pertains
specifically to our committee. Thank you for your support.

AN ACT TO AMEND
OF MEMBERS OF
REST HOMES.
THE REQUIREMENTS PERTAINING TO THE NUMBER
ADVISORY COMMITTEES OF NURSING HOMES AND
The General Assembly of North Carolina enacts:
Section 1. G.S. 131E-128(b)(1) reads as rewritten:
"(b) (1) A community advisory committee shall be established in each
county which has a nursing home, including a nursing home
operated by a hospital licensed under Article 5 of G.S. Chapter
131E, shall serve all the homes in the county, and shall work with
each home in the best interest of the persons residing in each
home. In a county which has one, two, or three nursing homes, the
committee shall have five members. In a county with four or more
nursing homes, the committee shall~ 1ha~ve one additional member
for each nursing home in excess of ~lli v.\... three, and may have up

Section 2. G.S. 131D-31(b) reads as rewritten:
"(b) Establishment and Appointment of Committees. --
(1) A community advisory committee shall be established in .each
county that has at least one licensed adult care #e~e home, shall
serve all the homes in the county, and shall work with each of
these homes for the best interests of the residents. In. a county that
has one, two, or three adult care homes with 10 or more beds, the
committee shall have five members.
(2) In a county with four or more adult care homes with 10 or more
beds, the committee shall have one additional member for each
adult care home with 10 or more beds in excess of three, ~-te and
may have up to five additional members at the discretion of the
county commissioners, not to exceed a maximum of 29 25
members. In each county with four or more adult care homes with
10 or more beds, the committee shall establish a subcommittee of
no more than five members and no fewer than three members
from the committee for each adult care home in the county. Each
member must serve on at least one subcommittee.
(3) In counties with no adult care homes with 10 or more beds, the
committee shall have five members. Regardless of how many
members a particular community advisory committee is required to
have, at least one member of each committee shall be a person
involved in the area of mental retardation.
(4) The boards of county commissioners are encouraged to appoint the
Adult Care Home Community Advisory Committees. Of the
members, a minority (not less than one-third, but as close to one-
third as possible) ~ shall be chosen from among persons nominated
by a majority of the chief administrators of adult care homes in the
county. If the adult care home administrators fail to make a
nomination within 45 days after written notification has been sent
to them requesting a nomination, these appointments may be made
without nominations. If the county commissioners fail to appoint
members to a committee by July 1, 1983, the appointments shall be
made by the Assistant Secretary for Aging, Department of Human
Resources, no sooner than 45. days after nominations have been
requested from the adult care home administrators, but no later
than October 1, 1983. In making appointments, the Assistant
Secretary for Aging shall follow the same appointment process as
that specified for the County Commissioners."
Section 3. This act is effective when it becomes law..

RE: Recreation & Parks Advisory Council Goals & Objectives
At the December, 1997 and January, 1998 meetings of the
Orange County Recreation and Parka Advisory Council, the
goals and objectives for Fiscal Year 98/99 were discussed.
The following items were identified.
1. With the passing of the Bond referendum; to identify
possible park sites and prepare for land acquisition.
2. Continue efforts to develop the Efland-Cheek6 Community
School Park.
3. To continue and improve cooperation/coordination with the
school systems for planning and use of future and
existing facilities.
4. To include in future park site developments and master
plan designs bike trails, equestrian trails, as well as
pedestrian trails.

RE: Goals and Objectives
In response to Margaret Brown's January 2, 1998, memo, the Economic Development
Commission discussed its goals and objectives for 1998 at its January 8, 1998, meeting.
The EDC Board's retreat is planned for March, 1998. Prioritizing existing goals and identifying
new goals will be a major component of the retreat. New goals and priorities may develop from
activities at the retreat. The EDC's high priority goals are identified below in the order in which
they were discussed on January 8, 1998; each is currently a BOCC goal.
1. Goal: To develop a loan pool to provide alternative financing for small businesses in
Orange County.
2. Goal: To explore the issue of rnlnority/female business development and procurement
participation.
3. Goal: Application and refinement of Economic Development Districts (EDDs).
After the EDC retreat, we will provide any additional goals that the EDC board develops. We
hope that you will consider any new items during your budget process.

RE: Goals and Objectives for the Orange County Arts Commission
In ow January ]997 retreat, the OCAC identified 5 goals to take us to the year 2(100. They are:
1) Strengthen the OCAC role as information source for the arts, 2) Expand opportunities for
participation in and support of the arts, 3) Contribute to the economic viability of Orange
County, 4) Advocate for the Arts, and 5} Determine OCAC role in county education systems'
arts education effort. Our success in accomplishing these goals rests on building our presence in
the public domain.
Our immediate objective is to present owselves as the information source in print and in the
electronic media to ignite community collaborations in the arts. To that end, OCAC would like
additional funds to promote our presence and increase our effectiveness as the arts information
sowce. We have identified the following things to do: print bumper stickers, buttons, a brochure
about the Commission, upgrade the appearance of our newsletter with a little color, create the
canopyltent and make a banner and wear our name tags for establishing a presence at street
festivals and arts events. (We try to send a representative to the events we fund with grants).
We want io consider ways to add pictures to our web site (we need more than the allocated 8
Megs capacity-our database will take 2 Megs). We are looking into the possibility of having an
on-line catalog of our county artists' work where we would get maybe 5% of the sales price. (It
could therefore support itself.) Our site could be linked to the sites of arts organizations and
artists in the county. A well-done web site would increase our economic impact, but we may
need additional resowces from the county to make a public impact, but we do not want to do so
at the cost of cutting back ow grant program to artists and arts organizations.
We expect this effort will require additional staff time. As the public learns about us, we will
need the capacity to handle their inquiries. Our association with Department for Economic
Development has been a very positive move for us. Their office has been very supportive of our
mission. Their staff has been a backup in "crunch" times and we have been able to readily
consult with Ted Abernathy on presenting the business side of the arts in our county. We hope
that we can maintain a similaz close relationship with his successor.

Over the past three years, the goals and objectives of the Orange
County ABC Board have centered around the modernization and
updating of our facilities, becoming more efficient in our
operations, while maintaining a high level of cost effectiveness.
We feel it is our mission to provide the citizens of Orange
County with modern, customer friendly sales environments and
a wide variety of product. This we will do while maintaining
the discipline and control required by law.
In 1998, the ABC Board plans to continue the updating of our
aging equipment and to explore any expansion needed to
accommodate the growth occurring in the County.
We do not plan to make a presentation at the work session on
February 10, 1998.

Goals and Objectives
The EMS council is pleased to advise the Boaxd of Commissioners, that
a$er a careful and in-depth review by selected members of the council and citizens at
large, the content EMS system is fiutetioning e;~ectively and efficiently. Patient outcome is
consistent with expectations and accepted protocols.
There is predominaat and positive enthusiasms for the First Responder
program with a con.~ensus that the program should be county wide to include
Hillsborough, Carrboro and EtYatld utlits. Continued training and availability of
de£briilators, more specif tally the LP-12 zrranitor, is also co>u~sistent with improved EMS
goals and objectives.

HUMAN SERVICES TRANSPORTATION ADVISORY BOARD
PROPOSED GOALS FOR 1998-99
Listed below are proposed Transportation Advisory Board goals for FY99
covering July 1, 1998 to June 30, 1999.
I. PUBLIC INFORMATION GOAL: To improve the Orange County Public
Tranportation's Community visibility as an advocate and central information
resource.
Objective #1: To develop and have on the Orange County's Internet web
page an information section on the OPT: Orange Public
Transportation Program by December,1998.
Objective #2: To develop and implement a Community Transportation
Program marketing campaign for all public by December,
1998.
Objective #3: To hold an annual Community Transportation Forum(s) in
partnership with other transit providers, major employers
and human service agencies in order to keep abreast of the
changing transportation needs of the community by June, 1999.
II. ADMINISTRATION/PLATIIVING GOAL: To improve the effectiveness
and efficiency of the Orange Public Transportation in rural Orange.
Objective #4: To design Park/Ride lots in rural Orange in order to promote
greater ridesharing options.
Objective #5: To develop a reliable community-wide employment and public
transportation system in cooperation with other providers such as
Triangle Transit Authority and Chapel Hill Transit by June 30,
1999.

Objective #6: To employ a Mobility Manager to arrange individualized
transportation plans with backup for individuals with
mobility problems, including Work First clients, by October,
1998.
Objective #7: To modify and expand representation on the Orange County
Human Services Transportation Advisory Board by April, 1999.
Objective #8: To complete the feasibility study of developing an East/West
public transportation Link between Mebane-Hillsborough-
Durham which would connect with the existing Hillsborough
North/South Link by October, 1998.
Objective #9: To develop an operational procedure between OPT and Orange
County EMS for handling the transport and payment of non-
emergency medical requests by December, 1998.
Objective #10: To develop the next Community Transportation Services Plan
(2000-2003) by June 30, 1999.

I. PUBLIC INFORMATION GOAL: To improve the Dept. on Aging `s
Community visiibility as an advocate and central information resource.
Objective #1: To develop and have on the Orange County's Internet web
page an information section on the Dept. on Aging and and
Senior Centers by December,1998.
II. ADMINISTRATION/PLANNING GOAL: To improve the effectiveness
and efficiency of Dept. on Aging Programs.
Objective #2: To complete the planning for a permanent facility to house
the Chapel Hill Senior Center by December, 1998.
Objective #3: To develop the planning process (structure and
timeframe) for preparing a required County Aging
Services Plan for state funding by the year 2000.(BOCC
approval)
Objective #4: To establish a Friends organization to support the development
and operations of a new Central Orange/Iiillsborough Senior
Center.
Objective #5: To establish in cooperation with DSS and others a Adult Day
Care Center in Central Orange.

Water Resources Committee
• Charged with investigating ground water quantity and quality
issues in Orange County and developing GIS database of ground
water-related information
• Phase I of Ground Water Resource Investigation completed in
October 1996, with USGS report on ground water recharge rates
in County watershed basins
• Phase I I began July 1, 1997, expanding investigation with USGS
to include water quality sampling, wellhead protection, educational
programs and refined ground water availability mapping when
completed in June 2000 .
• Orange County Ground Water Center housed in Soil and Water
District offices, providing service/information center for citizens
with questions about ground water
• Recently completed nomination of Cedar Grove Crossroads Rural
Historic District to National Register of Historic Places; official
listing expected by April 1998
• First group of "Orange County Historic Landmarks" to be
designated by June 1998
