ORANGE COUNTY BOARD OF COMMISSIONERS
CONTINUED MEETING FROM AUGUST 3, 1987

'~ The Orange County Board of Commissioners met in continued session on
August 4, 1987 at 7:30 in the Board of Commissioners' Room, Hillsborough,
North Carolina.
BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners
Moses Carey, Jr., Stephen Halkiotis, John Hartwell and Don Willhoit.
STAFF PRESENT: Interim County Manager Albert Kittrell, Finance
Director Gordon Baker, Clerk to the Board Beverly Blythe, Purchasing
Director Pamela Jones, Budget Analyst Donna Wagner and Personnel Director
Beverly Whitehead.
PROCLAMATION - STAGE II WATER ALERT
Chair Marshall read the proclamation declaring a Stage XI Water Alert
for the County portion of the oWASA service area. (A copy of this
proclamation is in the permanent agenda file in the'Clerk's Office).
PROJECT ORDINANCES FOR THE CAPITAL IMPROVEMENT PROJECTS .
The Board reviewed all the project ordinances and agreed to the
following projects and costs:
Grady Brown Human Resources Center $ 15,000
Homestead Recreation Center $ 30,000
Planning/Agriculture Building $ 56,250
Hazardous Materials $ 18,000
Northern Human Services (Cedar Grove) $ 13,000
New Courthouse Renovations (will be paid from present budget)

County Remapping $ 97,554
Jail Renovation $ 82,000
Public Works Facility $ 130,000
Southern Orange Rescue Squad $ 10,000

DAY CARE
Social Services Director Marti Pryor-Cook distributed information to
the Board and stated that the reallocated figure of $75,000 is an
estimated figure. The policy has been changed. to include more centers
across the state being eligible to participate in the program.
Marti Pryor-Cook stated that currently there are 290 children
receiving daycare subsidy. Forty will be entering kindergarden reducing
the figure to 250. There are 367 on the waiting list for daycare. The
County is mandated to subsidize those children covered by protective
services.
Chair Marshall expressed a concern of subsidizing some children 100
when there are other children on the waiting list who are just as
qualified but for which funds are not available.
Discussion ensued on how best to fund daycare and maintain some equity
in subsidizing those who are qualified.
MOTION was made by Commissioner Carey, seconded by Commissioner
Halkiotis to place $98,000 in contingency for day care for phase out with

the condition that if more than $75,000 is received in reallocated funds
that this issue will be reviewed.
VOTE: UNANIMOUS.
ADOPTION OF THE 1987-88 BUDGET
MOTION was made by Commissioner Carey, seconded by Commissioner
Hartwell to adopt the 1987-88 budget as stated below:
1. To include those mark-up/mark-down items as

2. Current expense for schools
3. Per pupil allocation set at $870
4. Set the property rate at $ 60.6/per $100 of
assessed valuation.
5. Chapel Hill-Carrboro School District Tax set
16.5 cents per $100 of assessed valuation

RECRUITMENT AND SELECTION OF ORANGE COUNTY MANAGER
After a brief discussion, it was decided that the following specific
skills would be desired and should be included in any advertisement in the
recruitment and selection of a manager:
(1) A person who is people oriented.
(2) A person who has some experience with a rapid urbanizing area.
(3) A person who is willing to be flexible and create alternatives.
(4) A person who understands team management.
(5) A person knowledgeable in technological advances.
(6) A person with human communication skills as well as interpersonal
skills.
The applications are to be sent to the attention of the Chair and the
deadline for receipt of applications was set for September 30, 1987.
ADJOURNMENT
With no further items for the Board to consider, Chair Marshall
adjourned the meeting. The next regular meeting will be held on August
18, 1987 at 7:30 in the Courtroom of the old Post Office, Chapel Hill,
North Carolina.

Commissioner Willhoit stated that the district tax needs to,-~be~-}
increased by one cent to fund what the Chapel Hill school administration
has proposed. Commissioner Carey pointed out that money will be freed up
by the removal of the internal caps and this money would be available for
the schools to use for whatever the school systems desire.
After considerable discussion, the Board agreed on the figures
for the schools as proposed by Commissioner Carey.
Discussion ensued on the mark-up list as presented by
Commissioner Willhoit and the list of items discussed in previous work
sessions. Commissioner Hartwell stated his main criticism is that several
small ticket items are not included and that these items make a
substantial difference in the quality of the job being performed. He
suggested that these small items be adequately funded before allocating
money for new programs. These small ticket items should be included
because they will not make any impact on the tax rate but will make a big
impact on whether a program runs or not.

Motion was made by commissioner Carey, seconded by commissioner
Hartwell to continue the meeting to August 4, 1987 at 7:30 p.m. in the
Board of Commissioners Room, orange County Courthouse, Hillsborough, North
Carolina.
