PURPOSE: To approve contracts with Orange-Chatham Alternative Sentencing, totaling $159,941,
for continuation of the pre-trial release program ($89,973) and the development of a day reporting
center ($69,968) for offenders sentenced to intermediate sanctions in the criminal justice systems of
Orange and Chatham Counties. Services will be provided with grant funding from the NC
Department of Correction, Criminal Justice Partnership Program. The grant award for these services
was accepted by the Board at the December 1, 1997 meeting.
BACKGROUND: Since the program's development in 1995, Orange-Chatham Alternative
Sentencing has operated the pre-trial release program for Orange and Chatham Counties. This
program, designed to address jail overcrowding, is an integral part of the 15-B judicial district. The
program staff works cooperatively with the Sheriff s Departments, Probation and Parole, District
Attorney, Public Defender, and other members of the criminal justice system.
The day reporting center is a new program also developed by the Orange-Chatham CJPP Advisory
Boazd. In an effort to provide a comprehensive continuum of services, the advisory board revised its
initial grant application for substance abuse services to include the establishment of a day reporting
center (DRC).
The DRC is developed under the Criminal Justice Partnership Act to assist in the rehabilitation of
non-violent offenders in Orange and Chatham Counties. The goals of the DRC are to: (1) enhance
probation services in assisting persons sentenced to intermediate sanctions; (2) assist offenders in
obtaining appropriate substance abuse treatment and other needed services; and (3) direct clients
through cognitive behavioral restructuring (an in depth approach to rehabilitation).
The proposed center will feature four services in one central location. These services will include:
(1) drug and alcohol screening, assessment and treatment; (2) employment through the Employment
Security Commission; (3) a licensed Literacy and GED program, through Durham Technical
Community College; and (4) life skills and budgeting classes.
The DRC program is designed to cause the offender to appear either daily or on an "as needed" basis
until he or she has fulfilled the requirements ordered by the court.
Joyce Kuhn, Executive Director for Orange-Chatham Alternative Sentencing, will be available to
discuss program operations of either program.
RECOMMENDATION(S): The Manager recommends that the Board approve the contracts,
contingent upon staff review, and authorize the chair to sign.
