BACKGROUND: During the Fiscal Yeaz 1997-98 budget sessions, several questions regarding the Dispute Settlement Center programming and fee for services were discussed. The Board delayed the decision to approve funding additional information on programming and fees was received. The Center requested $15,000 and the County Manager recommended $13,450, which is the amount the Center has received the past four years. Frances Henderson, Executive Duector of the Dispute Settlement Center, has met with staff to discuss her agency's programming and fees. The attached correspondence is a brief summary of the agency's service=: Representatives of the Dispute Settlement Center will be present to discuss their request. RECOMMENDATION(S): The manager recommends that the Board approve Dispute Settlement Center Fiscal Yeaz 1997-98 funding request of $13,450. 2 Memorandum To: Orange County Commissioners From: Orange County Dispute Settlement Center Date: February 17,1998 Re: Request for the FY98 funding of $13,450 for mediation and youth training services for Orange County citizens The Dispute Settlement Center runs four programs: * Mediation * Training * Youth * Public Disputes Each program charges fees for some services; this is necessary for the budget and in fact encouraged by fenders. The Center is committed to being available to all Orange County citizens without regard to ability to pay. We raise other money (government grants, contributions, United Way, etc.} so that we can remain accessible. The Public Disputes and Training Programs are largely supported by training and consulting fees. These programs have a fee scale which distinguishes clients this way: * Orange County nonprofits * Orange County government units * for-profit businesses * entities outside Orange County For example, the howly fee for the Town of Carrboro would be the same as for the Town of Chapel Hill, or Orange County, but less than for a business. Our request: t© the County for FY98 supports our 1) interpersonal mediation program in which free or sliding scale mediations are available to 1100 Orange County citizens in an average year; and 2) support for our Youth Program which provides conflict resolution, anger management and peer mediation training in both school systems at all grade levels, as well as services at community youth centers. ~Ve respectfully request the release of the funding recommended last spring by the County Manager.
