BACKGROUND: The High School Construction Standards Task Force has met monthly since mid - December. Major topics of discussion and activities to date include: review and comparison of theoretical high school space profiles developed by the State Department of Public Instruction with the space profiles of the existing high schools in Orange County; a tour of East Chapel Hill High School; energy efficiency considerations; and construction management considerations, including review of the Unitary Systems Approach (USA) used for the construction of several schools in Johnston County. The task force also adopted the attached resolution encouraging pursuit of local legislation that would allow Orange County to employ the Unitary Systems Approach to school construction, or some similar process. That approach was approved, on a limited, trial basis in 1997 local legislation for Johnston County. Staff and task force members will provide a brief report on discussions to date, and respond to questions the Boards may have. RECOMMENDATION(S): The Manager recommends that the Boards receive the report as information. RESOLUTION ORANGE COUNTY HIGH SCHOOL CONSTRUCTION STANDARDS TASK FORCE WHEREAS, during its 1997 Session, the North Carolina General Assembly ratified House Bill 740 entitled "AN ACT TO ASSIST THE JOHNSTON COUNTY BOARD OF EDUCATION WITH THE EXPEDITING OF PUBLIC SCHOOL FACILITIES ", and WHEREAS, that legislation authorized Johnston County to enter into direct negotiations with separate prime contractors for the construction of new school facilities under the Unitary Systems Approach (USA) model school plan, and WHEREAS, that legislation was intended to allow Johnston County to provide for timely and cost - effective construction of necessary new school facilities, and WHEREAS, reports and site visits indicate that there are potential benefits to this approach that could be realized in Orange County and its two school systems if authorization to use this approach, or another appropriate model, were enacted in similar legislation applicable to Orange County, NOW, THEREFORE, BE IT RESOLVED, BY THE ORANGE COUNTY HIGH SCHOOL CONSTRUCTION STANDARDS TASK FORCE that it does recommend that the Orange County Board of Commissioners contact the members of the Orange County legislative delegation to request that they introduce and support legislation during the 1998 Session of the General Assembly that would permit, but not require, Orange County and its two school systems to pursue the approach to school construction contemplated in House Bill 740. Whereas, Johnston County is faced with the critical need for school facilities created by an unusual growth in student population: and Whereas, the Johnston County Boa-z4 of Education and the Johnston County Board of Commissioners have jointly approved and funded a School Facilities 2000 building program; and Whereas, the Johnston County Board of Education, faced with the critical need for school facilities, has implemented a model facilities plan using the Unitary System Approach (USA) to design school facilities that are educationally effective -and economically efficient; and Whereas, the Johnston County Board of Education has competitively bid the USA school design under the separate prime bid laws of North Carolina and has developed certain cost parameters based on this USA concept: and Whereas, the Johnston Countti• Board of Education desires to explore alternative approaches to expedite the construction of school facilities that could assist in meeting the critical need for school facilities; and Whereas, the General Assembly reaffirms its commitment to enhance public education and to encourage innovation by public officials in meeting the critical need for school facilities; Now, therefore, The General Assembly of North Carolina enacts: Section 1. Notwithstanding the pro ,.isions of Article 8 of Chapter 143 of the General Statutes, the Johnston County Board of Education may select and negotiate with separate prime coat- actors to build the Unitary System Approach (USA) model school plan if the Johnston County Board of Education determines that using the selection and negotiations processes instead of competitive bidding will expedite the project, create an effective construction team, and control costs, quality, and schedule. Section 2. This act shall apply to construction of an elementary school at McGee's Crossroads, an elementary school in Benson, and an elementary /middle school in West Johnson County. The Johnson County Board of Education shall report to the General Assembly the net price per square foot for each project at the completion of each project. Section 3. For the new schi►ol. DeBruhl negotiated with the contractors building the new Glen - dale-Kenly Elementary School. The result- Glendale- Kenly, with 76,959 square feet,- will open in August at a con- struction cost or $69.80 per square foot. The western Johnston school, 82,238 square feet at McGee's Crossroads, will cost $68.37 per squar* root. The ogres surprised County Commis- sioner Eleanor Creech. "You don't see many things today where the prices actually de- crease," she said. Moreover, the school board had expected the McGee's Crossroads school to cost $90 to $100 a square root, about average in today's building market, noted board member Dea- con Jones. DeBruhl was the architect or recently passed legislation allowing Johnston schools to negotiate building costs with contractors. He chose the Glendale -Kenly contractors be- cause they were building Johnston's first tru- ly prototype school. Using the Unitary Sys- tem Approach, or USA, they will take the Glendale -Kenly designs for classroom, cafete- ria and administrative spaces and arrange them to suit the McGee's Crossroads site. Superintendent Jim Causby said the Uni- tary System Approach and negotiated con- tracts will get western Johnston an olemen- tary school sooner than the old approach to building campuses. `It was an effort to build more facilities economically and at a more rapid pace," he said. Conventional schools tAke 16.18 months to design and build, Causby noted. The McGees Crossroads school will open In August 1898, less than 14 months from now, he said. Donnie Britt is president of Britt Plumb- ing Inc., which will install the plumbing at McGee's Crossroads for $3.19 per square foot. 'As far as price,, they're getting a good price," he said. Then again, DeBruhl and his design team, including architect Jimmy Hite, know how to build schools cheaply, Britt said, noting that he will use plastic pipe instead of cast iron at McGee's Crossroads.'Me whole organization is a good crowd for solving problems," he said. "USA didn't want rrills." House Majority Leader Leo Daughtry, who pushed DeBruhl's bill through the legislator, said USA and negotiated contracts will save Johnston taxpayers millions. "It was very im- portant to the county to build schools at a reasonable price," he snid. "When you spend public money, you have to be responsible." For the McGee's Crossroads school, De- Bruhl estimates the savings at $1.5 million. The legislation also allows him to negotiate contracts for an elementary school in Benson and a middle school at Cleveland. "Hopefully we can be n model for other counties throughout the state," said County Commissioner Cookie Pope. Britt. whose plumbing company is based In Wilson, certainly hopes so. "I wish we could do it here in Wilson County," he said. "This is really a gem here, and its going to be a hot item statewide." 'Britt said he hoped DeBruhl and his team would be successfbl in negotiating contracts for the Benson and Cleveland schools. If not, the board of education will have to advertise for bids, 9'd like to keep the same team," Britt said. "The more famillar the team, the smoother the project."
