WITNESSETH: WHEREAS, the YMCA does and will continue to provide child care services and youth services for young people of middle school/high school age with no membership requirement; and WHEREAS, the YMCA will use County funds to assist with the renovation of existing buildings to expand the current child care facility and construction of an addition for a Teen Center; and WHEREAS, the YMCA will provide permanent office and meeting space for Youth Voices of Orange County, the local youth council; and WHEREAS, the YMCA will solicit and incorporate input from Youth Voices of Orange County regarding services, programs and activities for youth; and WHEREAS, it is in the interests of the County that said program be assisted by the County and thereby enhance its availability to residents of the County, and said program addresses an important community human services need, as identified by the County Board of Commissioners. NOW, THEREFORE, in consideration of the above and the mutual covenants and conditions hereafter set forth, the County and YMCA agree as follows: 1. County Support The County agrees to appropriate for the expansion of facilities as described in Paragraphs above, the sum to the YMCA for the fiscal year 1998-99. This appropriation is based upon service provided. The County does not obligate itself to provide any other support to the YMCA this fiscal year or in succeeding years. 9 To the extent authorized by law, the recipient will hold the County harmless against any claim or action for damages, injury, or death relating to use of these funds or acts of its employees or agents. 2. Annual Report The YMCA will provide the County Manager with an annual report on March 1, 1999. The report shall include demographic information on Orange County, Chapel Hill, Carrboro and Hillsborough residents served. The report will include a budget breakdown showing capital expenditures of County appropriations. In addition, the YMCA agrees to allow the County, if requested, to inspect its financial books and records upon reasonable notice during normal working hours. 10 , IN WITNESS WHEREOF, the parties hereunto cause this Agreement to be executed in their respective names.
