PURPOSE: To receive the County Manager's Recommended 1998-2008 Capital Investment Plan.
BACKGROUND: Each year, the County Manager and staff update the County's ten-year Capital
Investment Plan (CIP). The CIP is a multi-year plan that addresses County and school needs for
long-lived assets. Items typically included in the CIP are construction, refurbishment, or purchases
of buildings; land acquisition or improvement; and major equipment and vehicle acquisition and
financing. This process offers an opportunity to review long-term capital needs and enables timely
acquisition and phased financing of major assets.
CIP documents will be hand delivered to the Board on Monday, March 16. Staff will make a brief
presentation on significant aspects of the proposed 1998-2008 CIP at the March 17 meeting and
respond to any Commissioner comments or questions. The Board is not expected to make any
decisions on project allocations at this meeting.
The Manager proposes that the Commissioners set a public hearing date of April 7, 1998 to receive
citizen comments on the CIP. The Chair and Manager suggest that the Board consider further
review and discussion of the CIP at the work session scheduled for March 31. Further discussion
could occur at the April 14 work session; deliberation and decisions on adoption of the 1998-2008
CIP should occur in late April or May.
RECOMMENDATION(S): The Manager recommends that the Board receive this report for
information only at this time, and set the public hearing date as noted above.
