BACKGROUND: On December 1, 1997 the Board received a report from the YMCA requesting a $50,000 Capital Campaign Challenge Grant from the County. The Board asked the Manager to review the request. The YMCA has submitted correspondence distinguishing the public benefit of the campaign. County funds and other campaign funds will assist YMCA expand the existing building to include a Child Care Center and a Youth Center. There would be no membership requirement for the child care facility and youth programming services for middle school and high school age young people. The County Attorney acknowledges the public benefit of a County contribution to the YMCA Capital Campaign, but suggests that any allocation of funding to the YMCA should include a performance agreement ensuring County funds will be used for a public purpose. A draft performance agreement, which includes cooperation with Youth Voices of Orange County (the County Youth Council), is attached. The County has contributed to similar capital campaigns in the past. The Arts Center, Triangle Hospice and the Dickson House are private nonprofit capital projects which received County funding. Funds were budgeted allocated over several years. RECOMMENDATION(S): Should the Board determine to approve funding for the YMCA Capital Campaign, the Manager recommends the following: (1) that the funding begin in fiscal year 1998-99; (2) that such funding be considered outside agency funding and appropriated in phases over a mulit-year period in the same way as the examples of the Arts Center, Triangle Hospice and Dickson House cited earlier; (3) that there be an annual performance agreement between the County and the YMCA citing the specific public purpose for which the appropriation is intended; and (4) that the County receive an annual report in March of each. year documenting the use of County funds. A primary focus of this campaign is to expand the YMCA's outreach activities, in two major respells - chiki care and teens. A major portion of the new fadlity wiN be a new Youth Wing that will indude a child care faality on one floor and a Youth Center on the other. The Child Care Center will enable us to expand our capacity from 150 children to 200. There is no membership requirement for the child care fadlity, and indeed we provide scholarship aid each year to enable famiNes to attend who otherwise would not be able to. As you know, child care is a critical need in this community, and the Chapel HiU- Carrtioro YMCA child care program is one of the county's largest and best. The Teen Center will be a new initiative that for the first time v+n'U provide a fadlity and programming for young people of middle school and high school age. The goal is to provide them a wholesome place to go, under supervision, where they can both "hang ouY and partidpate in programming geared to them. The national Y1~1CA provides modEls such as Youth in Government, Teen Adventure Camping a-tid Y leaders Club. Again, YMCA membership will not be a requirement for partidpation in these outreach programs. It may be useful for your board to know that the Y already is involved in community outreach programs. We operate an after-school program for children in the Pine Knolls community, funded in part with $10,000 in annual funding from the Town of Chapel Hill. We provide $70,000 a year in scholarships for memberships, camps and child care. We have been a leader in the effort to initiate Midnight Basketball in Chapel Hill and Cant~oro and are providing both funding ($5,000) and fadlities for the program that starts this week. Again, membership is not a requirement. Our fund-raising goal is $1.5 m~lion. We have raised $400,000 to date, inducting more than $100,000 pledged by our own board members and staff. We feel that we need to reach half the goal, or $750,000, before moving to the public phase of the campaign, so any commitment we can get now will move us doser to the goal and attract more support. We also are asking Chapel Hill and Carttioro for support. Fnally, we would Gke to extend an invitation to your board to visit the Y and see first-hand our current programming, our plans for the future and the limitations of our existing fadlity. Box 8181 Hillsborough, NC 27278 Dear John: The Chapel Hill - Carrboro YMCA is undertaking a capital campaign to raise funds to support a $2,000,000 building expansion and renovation. We have begun the Advanced Giving phase of the campaign, and will bring the campaign public once we have raised half of the goal. The YMCA will be adding 13,500 square feet, with a new free standing youth building. We will be adding a new full size gym and renovating the existing space to improve our fitness center, add two family locker rooms, and make room for the Orange Cardiovascular Center to move into to the YMCA. Far more important than the space we need to add, are the programs we will be offering to the community. For the first time at the YMCA, and in the community, we will have space dedicated to teenagers. This means that the youth in our community will have their own place, off of Franklin Street, that will be supervised and available for just their use. The Teen Center will have a pool table, computers, sound system, and other indoor activities. A Teen Program Director will oversee the activities and develop programs such as Youth in Government, Teen Adventure Camping, and Y Leaders Club. The addition of a full size gym will also allow the YMCA to offer recreational sports programs to teens, such as basketball, indoor soccer, ultimate Frisbee, floor hockey, and team handball. Besides providing for teens, the Youth Center will allow the YMCA to offer full day preschool, something in very short supply in Orange County. The YMCA will be able to respond to the child care needs of children in year round school when that begins. The YMCA needs more room, not just to offer new programs to new populations, but in response to the long waiting list for existing programs. We have 50 children on the waiting list for our after school program. We have 40 children on the waiting list for the swim team. The YMCA's soccer league is closed out, with children on the waiting list, and the basketball registration recently finished with over 100 kids on the waiting list. The community has grown 50% since the YMCA was built, and it is time for the YMCA to grow as well. The new 5000 square feet youth center, and the new full size gym will help us shrink these waiting lists. When the YMCA offers programs, the whole community benefits. The YMCA will not turn away someone for inability to pay. We have offered over $70,000 in scholarships for memberships, camp and after school programs. More programs and a bigger facility will allow us to serve more of the community. You can play a very important role in the YMCA's success. We must have a broad range of support if the YMCA is to reach its first challenge of successfully raising $1,500,000 during the capital campaign and your involvement will make a difference. Your pledge may be paid over 5 years and may be made with automatic deduction from your checking account, by charging your credit card, through the transfer of stock, or of course, with a check. Your support will make a significant difference in the YMCA's success in providing more services for children in our community. WITNESSETH: WHEREAS, the YMCA does and will continue to provide child care services and youth services for young people of middle school/high school age with no membership requirement; and WHEREAS, the YMCA will use County funds to assist with the renovation of existing buildings to expand the current child care facility and construction of an addition for a Teen Center; and WHEREAS, the YMCA will provide permanent office and meeting space for Youth Voices of Orange County, the local youth council; and WHEREAS, the YMCA will solicit and incorporate input from Youth Voices of Orange County regarding services, programs and activities for youth; and WHEREAS, it is in the interests of the County that said program be assisted by the County and thereby enhance its availability to residents of the County, and said program addresses an important community human services need, as identified by the County Board of Commissioners. NOW, THEREFORE, in consideration of the above and the mutual covenants and conditions hereafter set forth, the County and YMCA agree as follows: 1. County Support The County agrees to appropriate for the expansion of facilities as described in Paragraphs above, the sum to the YMCA for the fiscal year 1998-99. This appropriation is based upon service provided. The County does not obligate itself to provide any other support to the YMCA this fiscal year or in succeeding years. 9 To the extent authorized by law, the recipient will hold the County harmless against any claim or action for damages, injury, or death relating to use of these funds or acts of its employees or agents. 2. Annual Report The YMCA will provide the County Manager with an annual report on March 1, 1999. The report shall include demographic information on Orange County, Chapel Hill, Carrboro and Hillsborough residents served. The report will include a budget breakdown showing capital expenditures of County appropriations. In addition, the YMCA agrees to allow the County, if requested, to inspect its financial books and records upon reasonable notice during normal working hours.
