BACKGROUND: The Manager presented his recommended ten year CIP for the period 1998- 2008 at the Board's regular meeting on March 17, 1998. The Board scheduled a public hearing on the CIP for Apri17, 1998. This March 31 work session provides the Board with its first opportunity to review in depth the various elements of the recommended CIP. There are a number of aspects of the CIP that the Board may particularly want to discuss, as outlined below: • School Projects • Chapel Hill Carrboro City Schools • Overview of Requested Projects • Discussion of Recent Bids • Orange County Schools • Overview of Requested Projects • County Capital Policy • Review recent changes • Proposal to revert dedicated one cent for possible recreation%school projects to general support of County Capital projects 2 ~ . • County Projects • Proposed Private Placement Projects • Senior Center • Whitted Human Services • Northern Human Services • Pay-As-You-Go Projects • Information Technology -plan endorsed by IT Committee • Building Maintenance -relationship between Public Works Building Inventory and CIP ~ . • Equipment and Vehicles • Bond Projects • Affordable Housing -policy formulation, timing of projects • Efland Sewer -policy formulation, timing of projects • Recreation and Parks -policy formulation (with Town of Chapel Hill), timing of projects There are likely other specific projects about which Board members may need additional information. Department heads will be available to respond to Board questions and to follow up with additional research where needed. Additional deliberation and adoption of the CIP are tentatively slated for the regular meetings on April 21 and/or May 6. RECOMMENDATION(S): The Manager recommends that the Board discuss the CIP and identify areas of additional information that are needed before the Board conducts final deliberations and adopts the 1998-2008 CIP.
