BACKGROUND: Department of Social Services (1) As a part of Welfare Reform, the 1997 General Assembly approved Program Integrity. The purpose of this program is to identify, investigate, and collect food stamp over payments. Initially, each county receives $25,000 from the State to implement the program. As the program develops, the department anticipates receiving additional monies from the federal government to pay program costs. In addition, as overpayments are collected, the County will receive one-third of those collections. The Department plans to use this year's payment to hire a temporary employee, purchase equipment needed to support the program efforts and automate the collection and reporting process. (see black #1, page 3) (2) The Department of Social Services has received a Parent Education grant from the Orange County Partnership for Young Children. These funds, totaling $7,498, will enable the department to develop and implement parent education classes focused on developmental needs of children ages 0-5. The attached Smart Start Grant Project Ordinance appropriates the monies to the program. (3) Orange County has received funds totaling $161,955 from the State. These funds will purchase vocational skills and transportation costs for Work First participants at the Center for Employment Training (CET) in Research Triangle Park. The County has a contract with the .r 2 CET to provide training services for at least 27 Work First participants. It is anticipated that 70% of these participants will receive employment of at least 30 hours per week. There is no local match for the receipt of these funds. (see block #3, page 3) (4) The Department of Social Services conducts home studies for adoptive families and court ordered custody cases. Recent General Assembly action authorizes the Department to charge a fee, on a sliding scale, to families whose income is above 200% of the federal poverty level. Fees are also charged to attorneys who request home studies. The Department estimates that this action will result in collections of $10,000. This amendment budgets the funds, which will purchase psychological services for children with emotional or special needs. (see block #4, page 3) Health Department (5) The Environmental Health division of the Health Department receives performance-based incentive monies from the State. These funds are computed based on Orange County's compliance with mandated inspections of food and lodging establishments. Orange County's overall rate for 1996-97 was 99%. As a result, the County receives an additional allocation of $4,386 from the State.. (see block #S, page 3) Contributions to Outside Agencies (6) During the 1997-98 budget process, the Board of Commissioners delayed funding for the Dispute Settlement Center. At the March 4, 1998 meeting, the Board received a report from this outside agencies and subsequently approved funding for the agency at $13,450. This amendment transfers this amount money from the Miscellaneous function where it was reserved to the Contributions to Outside Agencies function. (see block #6, page 3). Criminal Justice Partnership Program Discretionary Grant (7) At its February 17, 1998 meeting, the Board of County Commissioners accepted a Criminal Justice Partnership Program (CJPP) grant from the North Carolina Department of Corrections. This $245,880 grant provides fund to assist in the construction of a men's halfway house project; contract for long-term residential treatment services; and program evaluation. The attached Criminal Justice Partnership Program Discretionary Grant Grant Project Ordinance provides for the receipt of these funds. RECOMMENDATION(S): The Manager recommends that the Board of Commissioners approve the attached budget amendments and grant project ordinances as presented. Section 1. The project authorized is the Smart Stan Program as awarded to the Orange County Departments of Social Services, Health ,Library and Cooperative Extension by the State of North Carolina and the Orange County Partnership for Young Children (OCPYC). Section 2. The officers of the County are hereby directed to proceed with the grant project within the grant document, and the rules and regulations of the State of North Carolina. Section 3. Section 1. The project authorized is the Orange-Chatham Criminal Justice Partnership Discretionary Grant Program as awarded to Orange and Chatham Counties by the North Carolina Department of Corrections. The project will provide funds to assist in the construction of a man's halfway house project; contract for long-term residential treatment services; and program evaluation. Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal agent. The officers of the County are hereby directed to proceed with the grant project within the grant document, the rules and regulations of the North Carolina Department of Corrections. Section 3. Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement requests should be made to the grantor agency in an orderly and timely manner. Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out this project. Section 8. Program services authorized by this grant project ordinance will be provided by contractual services. There are no positions associated with this funding. Section 9. This project period begins January 1, 1998 and is in effect until June 30, 1998. Subsequent funding is contingent upon the availability of grant funds. Adopted this 7"' day of April 1998. Copies of this grant project ordinance shall be made available to the Finance Officer for direction in carrying out this project. Section 9. Positions authorized through this grant project include: 3.0 full time equivalent positions in the Department of Social Services as authorized by the Orange County Board of County Commissioners on February 15, 1994. .83 full time equivalent positions in the Health Department as authorized by the Orange County Board of County Commissioners on July 1, 1995. .50 full time equivalent in the Cooperative Extension Department as authorized by the Orange County Board of County Commissioners on June 30, 1997. Funding for these positions is contingent upon the General Assembly's allocation of Smart Start funds. Section 10. This project period begins January 18, 1994, and is valid through June 30, 1998. Subsequent funding of this grant project is contingent upon the availability of funds sufficient to cover expenditures. Section 11. This ordinance supersedes all previous Smart Start Program Grant Project Ordinances. Adopted this 7th day of April 1998. A motion was made by Commissioner Gordon, seconded by Commissioner Carey to approve the appointment of Judy Burke to the OPC Mental Health Board for a term ending December 31, 1998. VOTE: AYES, 3; NOS, 2 (Commissioners Brown and Halkiotis because this would be an exception to the Board's resolution for"Appointments to County Boards and Commissions".
