PURPOSE:
To approve the establishment of a Housing Bond Policy Committee.
BACKGROUND:
In November 1997, Orange County voters approved a $1.8 million dollaz housing bond issue.
Funds aze to be used for affordable housing initiatives in three azeas: land acquisition, housing
development, and homeownership programs. County staff has contacted other jurisdictions in the
state with housing bond programs and have developed an Implementation Schedule for the County's
Housing Bond Program which is attached to this abstract.
As a first step, program policies must be established which will govern the expenditure of funds.
These policies would address such issues as: Eligible Program Types; Income Tazgeting; Long-
Term Affordability; and Project Evaluation Criteria to include the importance of proposed housing
bond projects minimizing the bond funds required for a project by utilizing funding from other
sources, thereby, maximizing the potential leveraging ability of the housing bond funds.
County staff recommends the establishment of a Housing Bond Policy Committee to develop these
policies. In order to allow local housing advocates to participate in deciding how bond money will
be spent, the members of the committee would include one representative from the following
entities.

3. Inter-Faith Council for Social Service
4. Joint Orange-Chatham Community Action Agency
5. Knolls Development Association
6. Northside Community Association

8. Orange Community Housing Corporation
9. Orange Congregations in Mission
10. Orange-Person Chatham Mental Health Agency

The Housing/Community Development Director would serve as staff to the committee. This
committee could complete its work within sixty (60) days or less and make policy recommendations
to the Board no later than June 22, 1998.
RECOMMENDATION(S):
The Manager recommends the establishment of a Housing Bond Policy Committee as described.

This implementation schedule is based on a Request for Proposal process for identifying
housing bond projects. This is the process used by other local jurisdictions in the state
with housing bond programs.
I. BOND POLICY COMMITTEE
This committee establish policies governing the expenditure of bond funds for housing
programs. Issues to be addressed include: Eligible Program Types; Income Targeting;
Long-Term Affordability;. and Project Evaluation Criteria including Maximum
Leveraging.

May, June 1998 Committee Work
June 22, 1998 Committee presents policy recommendations to BOCC .for
approval.
II. REQUEST FOR PROPOSALS
Interested persons, including non-profit organizations and private developers, interested
in utilizing bond funding for specific housing projects will be invited to submit a funding
proposal to the County for review and approval.
July, August 1998 Request for Proposal Guidelines will be developed by
County staff.
September, October 1998 Request for Proposal Invitation Period/Submission
III. COUNTY REVIEW OF PROPOSALS
A County staff committee will evaluate project proposals and make fiznding ,
recommendations to the County Manager. The Staff committee would include the:
Assistant County Manager (Human Services); County Engineer; Finance Director;
Housing and Community Development Director; and the Planning Director. It may also
be necessary to consult with local planning department personnel in other county
jurisdictions depending on the location of the proposed project.
IV. FINAL APPROVAL
All housing bond projects must be approved by the Board of County Commissioners.
Project proposals recommended for funding by the staff committee, with the concurrence
of the County Manager, will be placed on a regular Board of County Commissioners
meeting agenda for their consideration.
