PURPOSE: To recognize and publicize that Apri13, 1998 was Equal Pay Day.
BACKGROUND: Historically, there has existed disparity between the rate of pay for
employees, predicated upon their respective genders. The 1991 amendment to the 1964
Civil Rights Act, in recognition of this fact, established the Glass Ceiling Commission to
conduct a study and prepaze recommendations concerning the elimination of artificial
bazriers to the advancement of women and to create opportunities to foster their
advancement to management and decisiohmaking positions in business. Traditionally, a
day has been set aside to focus national attention to these issues. This yeaz, the date
established was April 3rd and the name for the occasion has been changed from Women's
Equity Day to Equal Pay Day.
RECOMMENDATION(S): The Manager recommends that the Board approve the
proposed proclamation and authorize the Chair to sign it.
PROCLAMATION
WHEREAS, Apri13, 1998 has been nationally established as Equal Pay Day in
commemoration of the continuing efforts to gain full equity for women in pay and in all
other privileges of life as guazanteed by the U S Constitution to citizens of this free
country; and
WHEREAS, the Orange County Commission for Women advocates to improve and
promote the status of Women, and supports the County's consideration of a living wage
for all of its citizens; and
WHEREAS, there remains much work to be done to bring to fruition our promise that all
persons are created equal;
NOW THEREFORE, the Orange County Boazd of Commissioners hereby reognizes last
Friday, April 3, 1998, as Women's Equity Day in commemoration of the struggle that
women continue to advance towazds achieving equity in pay, a living wage and equal
opportunity for all citizens in Orange County, regazdless of gender.
