BACKGROUND: On March 17, 1998, the County Manager presented the recommended 1998- 2008 Capital Investment Plan to the Board of County Commissioners. At its Apri17, 1998 meeting, the Board conducted a public hearing and heard citizen comments regarding the proposed plan. Citizen comments related to the proposed replacement of the Chapel Hill Senior Center; recommended improvements to the Northern Human Services Center in Cedar Grove; and requests from charter schools for capital funds from the County. Public Works staff has prepared the attached report regarding improvements requested by the Northern Orange Family Resource Center located at the Northern Human Services Center in Cedar Grove. Following further discussions and deliberations tonight, the Board may decide to adopt the 1998-08 Capital Investment Plan. Alternatively, the Board may identify those projects about which it would like to receive additional information, and schedule further discussion and formal adoption for the May 6, 1998 meeting. RECOMMENDATION(S): The Manager recommends that the Board discuss and adopt the 1998- 2008 CIP at this meeting, and/or at the May 6 meeting. NORTHERN ORANGE FAMILY RESOURCE CENTER Bessie P. Box 31 Cedaz Grove, NC 27231 MEMORANDUM TO: Orange County Boazd of Commissioners FROM: Occupants of the Northern Orange Human Service Budding DATE: April 3, 1998 Telephone: 919-732-7506 Fax: 919-732-7806 RE: Improvements for the Northern Orange Human Service Building Agencies housed in the Northern Orange Human Service Building: JOCCA, Cedar Grove Head Start, Cedar Grove Day Care, and Northern Orange Family Resource Center. 1MPROVEMEN'TS: (priority order) 1. The building should have a proper water system The water is not fit for drinking. 2. The building needs central air and a regulated heating system 3. We need outside lighting in the pazking lot facing the ball field. The lighting from the ball field does not extend faz enough to reach across the parking lot. 4. The playground area for the Head Start and Day Care children does not meet specifications. The existing playground equipment was taken away about two years ago because it did not meet specification. At the time Orange County said that they was going to replace it with new equipment that meet specification. The children only have swings to play on. Nothing has been done to date! S. There need to be a canopy at the side door facing the pazking lot. This entrance is used by the senior citizens, head start children, staff and other visitors. When it rain the water pours off the building at the door and you can get very wet before entering the budding. 6. We also need a handicap ramp at the side entrance facing the ball field. As it stands this side is not handicap accessible. 3 The playground azea for the Head Start and Day Caze children does not meet specifications. The building needs old windows replaced with new energy efficient ones. 8. The entire building could use a new lighting system such as florescent lights. 9. The kitchen needs a face lift. Repairs should be done to bring it up to date. 10. Each room needs additional outlets. 4 -I .DATE: April 15, 1998 TO: John Link, County Manager- FROM: Wilbert McAdoo, Public Works Director RE: Northern Center Building Improvements The following information and attachments have been provided to address the issues raised in the memo dated 04/03/98 from Occupants of the Northern Center to the Orange County Board of Commissioners. 1. The County has conducted regular tests of the water system at the Northern Center. Test results have consistently met the Public Water System Standards for North Carolina. The Public Works Department will seek approval from the NCDEHNR Division of Environmental Health, Public Water Supply Section for installation of a water filtration system in an effort to improve the taste of drinking water at the Northern Center. Public Works staff can provide detailed information, at the Board's request, regarding recent water quality test results for the water supply system at the Northern Center. These reports include NCDEHNR Division of Environmental Health, Public Water Supply Section, Report of Contact/Inspection of PWS dated 04/06/98; a bacteriological analysis and nitrate and nitrite analysis from Aqau Tech environmental Laboratories Inc. dated 03/31/98; and Northern Center Water System Failure Chronology Of Events dated 04/15/98. 2. The need for a new central heating and air conditioning system for the Northern Center has been identified by the Public Works Department in CIP budget requests since 1993/94. The Manager's recommended CIP for the 1998/99 fiscal year includes a $300,000 allocation for private placement funding of a new HVAC system for this facility. 3. Public Works Department will coordinate with the Parks and Recreation Department to identify appropriate exterior lighting that meets all safety needs but that will not disturb neighbors, and will facilitate installation by June 30, 1998. 4. This item has been included in the recommended CIP for the 1998/99 fiscal year, and will be addressed by the Parks and Recreation Department. 5. The Manager's Recommended CIP for the 1998/99 fiscal year includes funding for a canopy over the southside entrance. Northern Center Building Improvements Memo 1 4/16/98 a 6. Although the south entrance to the building is not handicap accessible, the north entrance does have handicap access. Anew gravel drive from the parking lot that will terminate on a concrete pad at the center walkway (center of building adjacent to gym and cafeteria entrance) can be installed at an estimated cost of $3,000. 7. The need for new windows for the Northern Center has been identified by the Public Works Department in CIP budget requests since 1992/93 fiscal year. The Manager's recommended CIP for the 1998/99 fiscal year includes a $225,000 allocation for private placement funding of new windows for this facility. 8. New fluorescent lighting fixtures have been installed by Public Works staff in the Senior Citizen's Room, two classrooms, the Recreation Department office, and the Recreation Training room. The immediate need for lighting in (4) classrooms and (2) speech therapy rooms will be completed by Friday, April 17, 1998. Please note that these fluorescent lighting fixtures are temporary surface mount fixtures which would require modifications for reinstallation in a drop ceiling. The Manager's recommended CIP for the 1998/99 fiscal year includes a $75,000 allocation through private placement funding of a drop ceiling and recessed lighting for this facility. 9. Recent improvements in the kitchen area include painting and installation of new window blinds. The Manager's Recommended CIP budget for the 1998/99 fiscal year includes funding for further kitchen improvements. Please note that the building occupants provide and are responsible for the repair and maintenance of kitchen equipment (including appliances), and cleaning services. 10.If there are specific needs for electrical outlets, they should be requested through the County work order process. Improvements made in recent years to the Northern Center include painting the interior and exterior of the building; replacement of the roof; replacement of water line piping; and an upgrade of electrical panels.
