BACKGROUND: Orange County has always depended upon dive teams from other counties, when the need has arisen. In the most recent Cedar Grove area drowning, individual volunteer divers donated their time to assist in body recovery. The primary organized dive team was from the Durham County Sheriff's Office. The individual volunteers and other certified divers have formed a dive team. This team has been incorporated as a non - profit organization and developed a set of by -laws, policies, and operating procedures. This team is composed of highly qualified, trained, and personally equipped divers. This team has submitted an application to be franchised to provide dive related services to Orange County. Their application complies with all the stipulations of the Orange County Franchise Ordinance. The team has asked for no County funds to subsidize their operations. Franchising this team will enable Orange County to have a lead agency in any dive operations that may occur within the County, and also to return the favors to other agencies that have assisted us in the past. This application was submitted to the EMS Advisory Council for review, and received favorable recommendations to be carried forward to the Commissioners. Under NCGS 153A -46, any action related to granting or amending a franchise requires a passing vote by the governing board at two regular meetings. If the Board votes to approve this request, the item would be brought back for consideration of a second reading at the Board's next regular meeting. RECOMMENDATION(S): The Manager recommends that the Board award a franchise for the dive team to function as part of the emergency services of Orange County. Orange County, NC Established in 1997 by the State of North Carolina, the mission of OCUSART, Inc., is to provide a comprehensive search and recovery service to the citizens of Orange County, NC., and all surrounding areas. OCUSART will represent Orange County with the caring attitude set forth by its members that are committed to advancing its leadership through quality, service, and innovation. OCUSART pledges to foster an environment that promotes integrity and initiative and personal development among the team members and will stress cooperation with other emergency agencies. We are proud to represent Orange County with our services and are committed to maintaining our position through the process of continuous improvement. The philosophy of OCUSART will be to pledge its resources to maintain the most advanced and efficient search and recovery techniques available and will train its members in providing the highest caliber expertise that is fit for Orange County, and surrounding counties, when help is needed. All team members will be encouraged to broaden their skills to facilitate an immediate end and a decisive conclusion to an incident with their combined knowledge in their respective areas. In this way, we will be able to react quickly and competently to any emergency needs without harm to our members or the to victims or objects that fall prey to water. As a single entity, the Dive Team is composed of agroup of both men and women who each bring with them unique and effective skills that strengthen the Team and - TEAM RESUME diversify the membership. Lewis Womack, the Chief and current representative of the Team, brings with him 19 years of diving experience, including 8 years of military search and recovery expertise. As well, there are currently 14 firemen on the Team. There are 7 members who are at least EMT certified, and several others who are First Responders. Five members, including chief Womack and Board of Directors President, Scott Pharr, are Orange County Rescue personnel. There is also currently one police officer on the Team. Every member of the Team is a PADI or NALTI certified diver with a minimum of two years diving experience. There are also two civilians on the Dive Team, each of whom has 3 years of rescue diving experience. Each member is also responsible for a minimum of 200 hours of resuce training per year in order to maintain his or her continuing membership on the Team.
