PURPOSE: To consider approval of revised capital project ordinances for the new elementary
school in Southern Village and the addition to East Chapel Hill High School.
BACKGROUND: Several months ago, bids were opened for construction of the new elementary
school in the Southern Village development, and for the addition to East Chapel Hill High School.
The bids for each project were roughly $1.2 million lower than the amount originally allocated to
each project construction budget. The Board of Commissioners and the Chapel Hill-Carrboro
Board of Education communicated about the need to revise the budgets for each of these
construction projects, based on the anticipated savings from the lower than expected construction
bids.
CHCCS submitted their requested capital investment plan (CIP) for the period 1998-2008 to reflect
the redirection of $750,000 from each project to other high priority renovation and improvement
projects. CHCCS staff explained their intention to retain the balance of the anticipated savings from
each construction project within the contingency line items in each capital project ordinance to
address the potential for unforeseen project expenses that might arise (such as encountering rock
during construction). Construction savings not ultimately needed for contingencies would be
redirected to other capital needs at completion of each construction project.
The attached capital project ordinances reflect budgets for each project reduced by the amount of
$750,000. CHCCS plans for the redirection of these funds (as outlined in the CHCCS requested
CIP) are provided below:
In fiscal year 1999-00, savings on East Chapel Hill High School Addition construction contracts
will be redirected to:
Glenwood Major Renovation 250,000
Renovation-Roofing Projects 200,000
Athletic Fields 100,000
Planning for Future Projects 100,000
Phillips -Auditorium 50,000
CHHS -Doors Replacement 50,000
Total Saving on Contracts 750,000
In fiscal year 1998-99, savings on New Elementary School at Southern Village construction
contracts will be redirected to:
Estes Hills Major Renovation 500,000
Glenwood Major Renovation 250,000
Total Savings on Contracts 750,000
Revised project ordinances for 1998-99 for the capital projects designated by CHCCS to receive
project savings will be presented for approval by the County Commissioners in June, assuming the
Commissioners ultimately approve the CHCCS requested CIP. Funding for the Southern Village
Elementary project was obtained through private placement financing with a local bank. Therefore,
savings from the Southern Village elementary project will have to be reviewed and approved by the
North Carolina Local Government Commission and BB&T before those savings can be formally
reallocated to other CHCCS projects. The County Finance Director and Bond Counsel have
undertaken the process to secure the necessary approvals.
RECOMMENDATION(S): The Manager recommends that the Commissioners approve the
revised capital project ordinances for Elementary School #8 and for the East Chapel Hill High
School addition.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted.
Section 1. The project authorized provides funds to build Elementary School #8 on property
donated at Southern Village. This project will be financed with proceeds from a private
placement loan obtained by Orange County.
Section 2. The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
Section 3. The following revenue is anticipated to complete this project:

Section 5. This ordinance supersedes all previous Southern Village Elementary School Capital
Project Ordinances.
Section 6. This Ordinance shall remain in effect from June 30, 1997 until June 30, 1999.

East Chapel Hill High School Additions

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted.
Section 1. The project authorized provides funds to addition to East Chapel Hill High School
including 500 student capacity, Cultural Arts Building and athletic fields. Financing for
this project comes from proceeds from the 1996 State Building Bond, 1997 Local Bond,
and impact fees.
