PURPOSE:
To adopt a resolution approving the 1998 Consolidated Housing Plan Annual Update and approve
the proposed HOME Program Activities for 1998 -99.
BACKGROUND:
In 1995, a Consolidated Plan for Housing and Community Development Programs in Orange County
was developed and approved by the U.S. Department of Housing and Urban Development (HUD).
This document details the housing needs of very low income, low income and moderate income
families and special population groups in addition to outlining the strategies and plans for addressing
those needs. The Consolidated Plan is required for all communities receiving HOME funds and
CDBG entitlement funds (Chapel Hill).
Each year, local communities are required to submit an Annual Update to the Consolidated Plan to
the State HUD Office by May 15''. This Update includes the 1998 -99 Community Development
Plan for the Town of Chapel Hill and the 1998 -99 HOME Program Action Plan for the Orange
County HOME Consortium. Public hearings were held by the Chapel Hill Town Council on January
27 and April 6 and by the BOCC on March 4, 1998 to receive citizen comments regarding the
Update prior to development.
The Update has now been developed and the established comment period is April 8 — May 7, 1998.
In order to inform the general public of this opportunity and encourage participation, a Notice of
Public Comment was placed in the Chapel Hill Herald.
Further, in accordance with the Orange County HOME Consortium Agreement approved in June
1996, as amended, the HOME Program Design for each year must be approved by all jurisdictions
prior to submission to HUD. The Program Design is scheduled for approval by Chapel Hill on April
27, Carrboro on April 28, and Hillsborough on May 11.

RECOMMENDATION(S):
The Manager recommends 1) adopting the resolution approving the 1998 Consolidated Plan Annual
Update; and 2) approving the proposed HOME Program activities for 1998 -99.

RESOLUTION AUTHORIZING THE 1998 -99 HOME PROGRAM DESIGN
BE IT RESOLVED, by the Orange County Board of Commissioners, that the
Commissioners as a member of the Orange County HOME Consortium approve the following
activities for the 1998 -99 HOME Program.
New Construction
Funds would be allocated to Habitat for Humanity of Orange County, Inc., an approved
Community Housing Development Organization (CHDO) to assist in the construction of six (6)
new houses throughout Orange County. The funding amount includes $3,000 that will be used
for program administration expenses.

Neighborhood Revitalization Homeownership Revolving Loan Fund
Funds would be used to capitalize a Neighborhood Revitalization Loan Fund for the purchase,
rehabilitation, and/or new construction of housing in existing neighborhoods. Priority for funding
will be granted for activities in the Northside Community in Chapel Hill.

Housing Rehabilitation
Funds would provide deferred loans to rehabilitate low income owner - occupied and rental
housing units. Homeowners with less than 60% of median income would be eligible for these
loans.

BE IT FURTHER RESOLVED, that the Manager is hereby designated as the
authorized representative of the County to act in connection with the submission of this revision
and to provide such additional information as may be required by the U.S. Department of Housing
and Urban Development.
