PURPOSE: To consider. approval of a revised capital project ordinance for renovations to the
Cultural Arts Building at Chapel Hill High School.
BACKGROUND: The school district's Capital Investment Plan includes funding to renovate the
Cultural Arts Building at Chapel Hill High School. The project scope includes replacement of the
auditorium's stage rigging system, the lighting system and the sound system. New seats and carpet
are planned and electrical upgrades will be installed. The Band Room will also be improved by
removing the tiered flooring and by providing storage areas.
Construction bids for the renovation work opened on May 12, 1998. Three bids were received with
the lowest bid being $799,500 from Patriot Building, Inc. Patriot's bid leaves the project
approximately $300,000 over budget. The overage is mainly. attributable to the complexity of the
project, the involvement of specialized sub-contractors, the large amount of electrical work, and the
. short window of opportunity to complete the project. The superintendent indicates that the need to
improve this facility is so urgent that additional funds have been identified to be reallocated to this
project from other projects. Adoption of the attached capital project ordinance will provide
sufficient funding to accept the_ low bid, complete the desired scope of work, and maintain a proj ect
contingency of $60,000. Adoption at this time will maintain the project's schedule and ensure
operation of the school's auditorium for the 1998-99 school year. Revised ordinances for the capital
projects from which funds are being reallocated will be presented to the Board of Commissioners
for adoption with the rest of the 1998-99 capital project ordinances at the June 22 meeting.
RECOMMENDATION(S): The Manager recommends that the Board adopt the attached capital
project ordinance amendment.

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Cazoiina, the following capital pmject is hereby
adopted.
Section I. The project authorized provides funds to renovate and upgrade the Chapel Hill High School
Cultural Arts Building built in 1977. This project will be financed with proceeds from 1997
Local Bond Issue funds, transfers from general funds (sales tax previously allocated to other
CHCCS projects) and recurring capital budget.
Section 2. The officers of the County aze hereby directed to proceed with the project within the budget
contained herein.

Section 5. This ordinance shall remain in effect from Juiy 1, 1997 until June 30,.1998.
