ORANGE COUNTY BOARD OF COMMISSIONERS
SPECIAL MEETING
JULY 10, 1985
The Orange County Board of Commissioners met in Special Session on
July 10, 7.985, 4:00 p.m. in the Board of Commissioners' Room, Orange
County Courthouse, Hillsborough, North Carolina for the purpose of
discussion/approval of the water Conservation Ordinance.
BOARD MEMBERS PRESENT: Chair Don Willhoit and Commissioner Shirley
Marshall and Moses Carey.
BOARD MEMBERS ABSENT: Commissioners Ben Lloyd and Norman Walker.
.ATTORNEY PRESENT: Geoffrey Gledhill.
STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant
County Managers Albert Kittrell and William Laws and Clerk to the Board
Beverly A. Blythe.
WATER CONSERVATION ORDINANCE - SECOND READING

of the Clerk to the Board)
Ken Thompson reviewed the revisions to the Water Conservation
Ordinance:
(1) Article 2 an page 3, second paragraph was added to provide a
means to grant an exception to any allocation while maintaining the ,,
integrity of the ground management plan.
(2) The safe yield column was deleted from Table 2. ;.,,,
(3) An addendum was added to table 2 to provide for the "~
translation of the water figures into days available.
John Wray, Deputy Director Division of Water Resources, indicated
that the 80 and 60~ levels for the instream flow are reasonable and
noted that frequency of the 90~ level will make it very difficult to
manage.
Chair Willhoit asked that OWASA work with NRCD on the risk factors
and advise the Board if the figures need to be changed.
Josephine Barber reiterated her remarks she made at a meeting
several years ago about the need for another reservoir. She suggested
that University Lake be dredged.
Chair Willhoit explained the process of dredging and noted it as a
huge undertaking.
Motion was made by Commissioner Marshall, seconded by Commissioner
Carey to adopt the Water Conservation ordinance an second reading.
VOTE: UNANIMOUS.
Note: The second paragraph of Article 2 and the drought management plan
received approval of the first reading and will be considered for second
reading on July 23, 1986.
Don Willhoit signed the Mandatory Conservation proclamation for the
~e~.~
OWASA service area and the Alert proclamation for the Hillsborough
service area.
- After further discussion, motion was made by Chair Willhoit,
seconded by commissioner Carey to request that OWASA assist the County
in formulating a water management plan which would involve both systems
and to include implementation of augmenting the water supply.
VOTE: UNANIMOUS.
With no further business to consider, the Special Meeting was adjourned.

CONTINUED MEETING
JULY 10, 1986
The Orange County Board of Commissioners met on July 10, 1986 at
3:00 p.m. in the Board of Commissioners' Room, Orange County Courthouse,
Hillsborough, North Carolina to continue the meeting of July 8 which was
a continuation of the July 7 regular Board meeting.
BOARD MEMBERS PRESENT: Chair Don Willhoit and Commissioners
Shir7.ey Marshall and Moses Carey.
-- BOARD MEMBERS ASSENT: Commissioners Ben Lloyd and Norman Walker.
ATTORNEY PRESENT: Geoffrey Gledhill.
STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant
County Managers Albert Kittrell and William Laws, Clerk to the Board
Beverly A. Blythe, Deputy Finance Officer Ken Chavious, Purchasing
Director Pam Jones, Budget Analyst Donna Wagner and Personnel Director
Beverly Whitehead.
NOTE: THE PURPOSE OF THIS MEETING WAS TO DISCUSS THE BUDGET.

Motion was made by Commissioner Carey, seconded by Commissioner
Marshall to delete from the budget any salary increase for the members
of the Board of Commissioners.
VOTE: UNANIMOUS.
Ken Thompson recommended that two positions be added to the mark-up
list for the Planning Department.
Commissioner Carey pointed out that all new positions should be
figured at 10/12 since the budget has not yet been adopted.
Discussion ensued on the mark-up/mark-down list and revisions made.

This would make the total amount for the mark-up list $283,000.
After further discussion it was decided to delay the adoption of
the budget until after the public hearing on the 1/2 percent local sales
and use tax which is scheduled for July 23, 1986.
With no further items for consideration, the continued meeting was
adjourned.
