Purpose: To receive a grant award from the State Emergency Management Agency for $2,277.
Background: During the first week of June, Emergency Management staff was notified by the
North Carolina Division of Emergency Management that it would offer grant funds to all counties in
North Carolina from funds remaining in the Division's 1997-98 operating budget to enhance
statewide capabilities. These funds are being administered in the form of a one time grant. Because
of the State's requirement to commit these funds before the end of the fiscal year, the County was
asked to indicate immediately whether or not it wished to apply for these funds. County staff have
indicated to the Division of Emergency Management the desire to accept these funds, subject to
approval by the Board of County Commissioners.
The grant is for three specific items for purchase. The first is for up to $600 for a digital camera that
meets the specifications of the state as shown on Attachment A. This camera is to be used in
photographing and documenting, for the purposes of planning, damage assessment, and other
projects related to the Emergency effort. The second eligible item is for up to $200 for a Global
Positioning System (GPS) unit. This unit will be used to locate buildings, critical facilities,
emergency landing zones, and hazard locations by longitude and latitude. This will be important for
recording the location and for providing coordinates to outside resources. The third category of
eligible items relates to hazardous materials response supplies such as containment booms, absorbent
pads, technical references, and more training materials. This amount may increase or be offered
again, contingent upon the first distribution acceptance of funds.
Recommendation: The Manager recommends that the Board accept the grant award and confirm
the Manager's authorization to sign the acceptance form.

The Division of Emergency .Management is pleased to offer year-end grant funds from the
Division's operating budget Co eligible total emergency management agencies for uniform
enhancement of statewide capabilities. These fiords will be administered in the form of a one time
grant. Due to year-end time constraints, we have a very short window of opportunity to
administer and distribute these funds; therefore, the Division must hs~ve your response in tfie
form of a signed grant s-pplication by close of business Wednesday, June 10, 1998.
As the Division's goal in offering these funds is to enhance specific operational capabilities across
North Carolina, eligibility for these funds is contingent upon the Local etttergency management
agency being in compliance with prior grant award recluirements_ Speciftcally, we are requiring
documentation to verify that each agency provided funding during 1997 for accessing Internet can
actually access the Division's Internet web site and communicate via E-mail with the Division_
This corntraur>ications linkage is critical to emergency management information sharing;, especially
as we enter the 1998 hurricane season_
Eligible county emergency management agencies whim were rot offered funding earlier this year

offered funds to develop this capability. Eligible local agencies are also offered funding for the
purchase of a Global Positioning System (GPS) Unit (up to SZ00) for emergency planning and
response coordination purposes, Finally, ail eligible jurisdictions are o1~'ered funding (estimated
at $1,476, but subject to increase depending upon acceptance of this offer by all counties) to
enhance local capabilities for stabilizing and managing :tazardous materials emergencies (ie,
acnuisition ofcontainment booms, absorbent pads_ technicai or training materials or other items)
as approved in writing by your Branch Manager.

correspondence to local officials, future eligibility t~~r emergency management funding, including
State and Local Assistance grants, is contingent uoti she county maintaining a 50% program
manager and fu1511ing requirements of this and future grants awards. Failure to meet these
requirements will result in a determination that r e ;.3cai agency ~s not m Compliance With
state/federal programmatic requirements, and ine~~gibility for future Emergency managaement
grant awards.
