Purpose: To amend the Orange County Personnel Ordinance to establish $8.00
an hour as the minimum wage for an Orange County employee except
for certain student learners, as provided in the Ordinance.
Background: At its May 26, 1998 meeting, the Board of Commissioners received a
report on the Living Wage Ordinance for Orange County. At that
meeting, the Board voted to approve an amendment to the Orange
County Personnel Ordinance to establish a living wage for the
employees of Orange County as County policy. The attached draft
Personnel Ordinance revision is provided to implement the Board's
decision as to the living wage for Orange County employees.
The attached Personnel Ordinance revision extends the $8.00 an hour
living wage to Orange County employees both permanent and
temporary. Currently the minimum hourly salary for a permanent
employee is $8.24 an hour. Thus the proposed Personnel Ordinance
revision would have no impact on permanent County employees.
As to temporary employees, there currently are about 30 temporary
County employees at salaries below $8.00 an hour. The proposed
Personnel Ordinance revision would cover temporary County
employees except for certain student learners.

As specified in the attached draft, high school students and interns
would not be covered. We estimate about five to 10 temporary
employees would be exempted from the $8.00 an hour minimum under
this provision.
The estimated annual cost to increase temporary employee wages to
$8.00 an hour is approximately $18,000.
Recommendation: The Manager recommends the Board approve the attached Personnel
Ordinance revision effective July 1, 1998.

Draft New Orange County Personnel Ordinance Provision
Article V, Pay Plan, Section 19.0 Living Wage
19.0 Living Wage (Effective July 1, 1998)
19.1 Each Orange County employee, whether appointed as permanent or temporary, is
paid a minimum hourly wage of at least $8.00 per hour except as provided in Item
19.2 below.
19.2 A high school student employed as a temporary employee or other temporary
employee working for educational purposes as determined by the department head
and Personnel Director may be paid less than $8.00 per hour so long as the
employee is paid at least the Federal Minimum Wage.
