Purpose: To consider accepting a $5,000 grant from the Orange County Partnership for Young
Children (Smart Start) for informational materials and equipment to be distributed during home
visitations as part of the "Welcome to the World" project.
Background: In recent months, Orange County EMS has been working closely with many
community agencies -the Orange County Health Department, Department of Social Services,
Partnership for Young Children, Chapel Hill Outreach, NC Cooperative Extension, Piedmont
Health Services, PACT, KidScope, UNC Hospitals, Healthy Steps, Family Support Network,
Adolescents in Need, Healthy Carolinians, UNC Family Practice, UNC Community Peds,
Horizons, LJNC School of Nursing, Prevent Child Abuse of North Carolina,lJNC Center for
Home Visiting, UNC School of Education, and others - in a developing a wide continuum of
home visiting services to families in Orange County. Specifically, EMS is developing a public
health, expanded scope paramedic project directed specifically at injury prevention and early
childhood wellness issues in infants born to Orange County mothers. This project has been
designed to more effectively and efficiently utilize the time and expertise of our paramedics
when they must be in their assigned areas available for emergency calls, but are not actually on a
call.
The paramedic will conduct a safety survey; inspect each home for child-related injury risks;
provide information on available community resources, injury prevention, basic immunization
guidelines, first aid, car seat and other safety concerns; and will make appropriate referrals. Each
paramedic will present to the new parent a Welcome to the World baby bag containing literature
and safety equipment. The $5,000 in 1997-98 Smart Start funds will be used to purchase the
information and equipment to be distributed.
Recommendation: The Manager recommends that the Board accept the grant for funding safety
items and literature; and authorize the Chair to sign.

enter a limited services agreement for the purpose of developing the wreleo~me to
the IMo~id baby project.
Agreement Period: The agreement period begins June 1,1998 and oondudes
September 3,1998. This agreement may be cancebd by any party with atwo-
week written notice.
Agreement Total: The tote! oust of this agreement is not to exceed 55.000. a0
that includes all cost for the it~ns identified by EMS, inducting first aid felts,
poison control materials, safety magazine, smoke detectors and batteries

1. Reimburse EMS for ttte cysts far services and activities as described below

3. Submit itemized budget dertaifing equipment purchases. Any item over 5500
wiN be returned to the Partnership should the activity be discontinued for any
reason.
4. Attend scheduled meetings with OCPYC as requested and subrrltt the
following reports fa this agreement:

• Cash and to-kind match tog

5. Identify Smart Start and OCPYC as the funding source for the contracted
projects to all promotions and Literature.
6. These funds wiN be used ordy for the purpose speciricelly set forth in this
agreement. Any portion of the funds not used ter these purposes wilt be
repaid to OCPYC

PayrrNntt for Services: The tuft amount of this agreement should be requested
prior to June 23,1998_ The Contractor will then submit detailed expense reports
to the Partnership for all services and expenses within 30 days of the compledvn
of the project but r~o later then September 3,1998. OCPYC will pay for services
within 74 days of receipt of invoice.

made in writing and signed by both patties.

Evolution of the $5000 Smart Start Grant
For the past six months EMS has been involved ns nn active member of the Home Visiting
Demonstration Project Grant Committee that is comprised of n wide variety of community
agencies and organizations involved in home visitation in Orange County. The Committee
grant proposal (administered through the Health Department) was eventually approved by
the State Department of Health and Human Resources.
Quite apart from this group, EMS has written n home visiting grant proposal using our
paramedics ns the home visitors. The wider Committee was enthusiastic about EMS' entry
into the public health field and included our proposal on one end of n wide continuum of
home visiting resources to be provided to Orange County families.
As n further sign of support, individual members of the Committee provided input,
referrals to other programs, literature, and inclusionary materials for our Welcome to the
World bag. Orange County Partnership for Young Children (Smart Start) has been one of
our biggest supporters -- agreeing to provide a variety of booklets, books, videos, and even
the actual bag for the Welcome to the World project.
As the end of their budget year loomed closer, the Partnership began evaluating what
monies they would have on hand at year's end. Each year they nwnrd these funds to
community projects serving young children that they deem worthy. The Partnership
notified EMS by telephone in early June of their decision to nwnrd $5000 to EMS to help
stock the Welcome to the World bags with safety-related materials and/or equipment. A
proposed budget for expending these monies was submitted to the Partnership and
approved. No actual proposal was required or submitted requesting these funds. The
grant was initiated by the Partnership themselves.
