PURPOSE: To consider the Preliminary Plan for Field View Subdivision.
BACKGROUND: The property is located in Cheeks Township on the north side of West Lebanon Road
(SR 1306) on both sides of Frazier Road (SR 1342) as shown on the enclosed vicinity
map. It is also situated on the ridge line separating the Neuse and Cape Feaz River
Basins. The total acreage to be subdivided is 82.50 acres. The current zoning is Rural
Residential (R-1), Back Creek Protected Watershed, and Upper Eno Protected
Watershed. Adjacent land uses aze residential, agricultural, and a telephone switching
station.
The site is chazacterized by mostly open fields that are gently rolling away from the
ridgeline running northeast-southwest. The northern 20 percent of the former farm is
wooded. The Preliminary Plan shows three ponds, only one of which requires protection
under the Zoning Ordinance. The larger pond neaz Lebanon Road is dry and will be
backfilled with soil compacted to support construction. The other two ponds aze
approximately one-half acre or less in size and aze included in conservation area.

The applicant, TSA Development, LLC, has submitted the attached Preliminary Plan for
subdividing the property into (57) new residential lots that average 1.2 acres in size. The
lots will have individual septic systems and will access Frazier Road from new paved
public roads to be constructed to serve the subdivision. The portion of Frazier Road
north of Lebanon Road is unpaved and maintained by the State. The applicant proposes
to pave the first 250 feet of Frazier Road from the intersection to the first entrance of the
subdivision loop road.
A right-of--way stubout is indicated on the Preliminary Plan neaz the northwest corner.
Based on the proposed lot layout, the stubout will be built because it provides access for
lot 10. An additional stubout for possible future road extension to the east is proposed
between lots 37 and 38. Refer to the attached map of surrounding subdivision roads and
undeveloped pazcels with a potential road network illustrated. Several subdivisions
developed to the west in the last five years have been connected through the use of
stubouts.
The Preliminary Plan follows the conservation option of flexible development as
described in the Subdivision Regulations. The proposal includes 30.12 acres or 37%
open space. The open space will be privately owned as part of the lots. A conservation
easement agreement was submitted with the Preliminary Plan. The open space will
protect ponds, drainage ways, a stream buffer, as well as buffers to be landscaped along
the subdivision roads and boundaries and between lots. The conservation easement will
be deeded to the Field View Homeowners Association.
On May 26, 1998, the Planning Board unanimously recommended approval of the
Preliminary Plan for Field View Subdivision subject to the conditions contained in the
attached Resolution of Approval.
RECOMMENDATION: The Administration recommends approval of the Preliminary Plan for Field View
per the Planning Boazd recommendation.

The Board of County Commissioners hereby approves Field View subdivision Preliminary Plat,
dated March 30, 1998, and containing 571ots to be developed in 8 phases, subject to the
fulfillment of requirements specified herein.
All roads shall be irrevocably dedicated to the general public and be constructed to standards of
the North Carolina Department of Transportation. The approval of this resolution authorizes and
directs the Orange County Manager to accept for Orange County and on behalf of the public
generally, the offer of dedication of Pine Meadow Lane, Field View Road, Field Court, Frazier
Ridge Lane, Meadow Field Drive, and Prairie Court. This acceptance by Orange County of the
dedication to the general public of Pine Meadow Lane, Field View Road, Field Court, Frazier
Ridge Lane, Meadow Field Drive, and Prairie Court shall be without maintenance responsibility.
These roads shall be maintained by the owner/applicant until such time as they are accepted for
maintenance by the North Carolina Department of Transportation or some other governmental
body. Before the Final Plat of Field View can be recorded:
A. Sewage Disposal
Each residential lot shall contain an adequate area for septic disposal, and repair
area, approved by the Orange County Division of Environmental Health.
2. Disclosure that the septic system location may restrict the size and location of
improvements shall be included in a document describing development
restrictions to be recorded concurrently with the Final Plat. The document shall
also disclose that information regarding the tentative location of septic systems is
available from the Orange County Health Department, Division of Environmental
Health.
B. Roads and Access
Pine Meadow Lane, Field View Road, Field Court, Frazier Ridge Lane, Meadow
Field Drive, and Prairie Court shall be constructed to standards of the North
Carolina Department of Transportation, within a 50 ft. right-of--way, and the
construction shall be inspected and approved by NCDOT.

A letter of credit or escrow agreement or other security shall be submitted to
secure construction of Pine Meadow Lane, Field View Road, Field Court, Frazier
Ridge Lane, Meadow Field Drive, and Prairie Court to the standards of the North
Carolina Department of Transportation. An estimate of the construction cost must
be prepazed by a certified/licensed engineer or grading contractor and submitted to
the Planning and Inspections Department. The construction estimate must include
a 10% contingency factor. The financial guarantee must reflect 110% of that
estimate and be issued by an accredited financial institution licensed to do
business in North Carolina.
The document describing development restrictions to be recorded with the Final
Plat shall state that the financial guazantee will not be released until the road
construction has been inspected and approved by NCDOT.
2. An erosion control plan for construction of the roads shall be submitted by the
applicant for review and approval by the Orange County Erosion Control
Division.
3. Sight triangles shall be shown at each intersection as required by NCDOT.
4. Lots 20 through 24 shall access onto Field Court. Lots 31 through 34 shall access
onto Prairie Court. All lots shall access onto the new subdivision roads except
lots 56 and 57. This restriction shall be stated in a document describing
development restrictions and requirements to be prepared by Planning Staff and
recorded concurrently with the Final Plat.
5. Approved street name signs shall be erected at the intersection of streets as
required in Section IV-B-3-c-12 of the Orange County Subdivision Regulations.
Evidence shall be submitted by the applicant that the signs aze in place or a copy
of the receipt for purchase of the signs shall be submitted to the Planning
Department.
6. A joint driveway shall be indicated on the Final Plat and shall be constructed from
Frazier Road to access lots 56 and 57 prior to recording the Final Plat for Phase 8,
unless a satisfactory letter of credit is submitted to guazantee construction of the
joint driveway.
7. Prior to development of the second phase of the subdivision, Frazier Road shall be
paved to NCDOT standards from the intersection of Lebanon Road to the
intersection with Field View Road and Meadow Field Drive.
C. Land Use Buffers and Landscaping
1. Landscaping shall be installed or preserved as indicated on the approved
landscape plan, and must be inspected and approved by the Planning and
Inspections Department.
The applicant shall secure installation of required landscaping through a letter of
credit, escrow agreement, or bond. An estimate of the cost for required plantings
and their installation must be provided. The estimate for landscaping must
include a 10% contingency factor. The financial guazantee shall reflect 110% of
the estimate and be issued by an accredited financial institution licensed to do
business in North Cazolina.
2. Provisions for protection of existing trees as shown on the approved landscape
plan shall be included in a document describing development restrictions and
requirements to be prepazed by Planning Staff and recorded concurrently with the
Final Plat.
3. A Type A Land Use Buffer shall be provided along W. Lebanon Road. The
buffer shall be 30 feet in width and provide sufficient vegetation to meet the
standazds of Section IV-B-8-e of the Subdivision Regulations. Said buffer shall
be so noted on the plat, and described in a document describing development
restrictions and requirements to be prepazed by Planning Staff and recorded
concurrently with the Final Plat.
D. Drainage
Impervious surface data, pursuant to Article 6.23 of the Zoning Ordinance shall be
included in a document describing development restrictions and requirements to
be prepazed by Planning Staff and recorded concurrently with the Final Plat.
2. A stream buffer shall be provided along the creek and around the pond as
indicated on the Preliminary Plan.
3. Locate drainage easements as required following review and approval of the
Erosion Control Plan.
E. Parkland
Cash in the amount of $25,480.00 (56 x $455 per lot) shall be paid to Orange
County as payment in lieu of pazkland dedication.
F. Miscellaneous
1. The Final Plat shall contain a title block and vicinity map in accordance with
Section V-D-2 and V-D-3 of the Orange County Subdivision Regulations.
2. The following easements shall be shown on the plat:
a. drainage easements as required by D.3 above.
3. Minimum building setbacks shall be as indicated on the Preliminary Plan. The
setback requirements shall be stated on the plat, and in a document describing
development restrictions and requirements to be prepazed by Planning Staff and
recorded concurrently with the Final Plat.
G. Certifications
1. A Certificate of Survey and Accuracy signed by a registered Land Surveyor shall
be notarized on the face of the Final Plat.
2. A Certificate of Declaration and Maintenance in the form provided in Section
V-D-6-b of the Orange County Subdivision Regulations signed by the landowner
and developer shall be on the face of the plat and included in a document
describing development restrictions to be recorded concurrently with the Final
Plat.
3. A Certificate of Approval signed by the Orange County Flanning and Inspections
Department.

FISCAL IMPACT ANALYSIS FOR FIELD VIEW
RESIDENTIAL SERVICE STANDARD APPROACH

PROJECT DESCRIPTION
Field Vew Subdivision contains 57 buildable lots and is located in Cheeks Township.
The lots are accessed by new public roads which will intersect with Frazier Road north of W.
Lebanon Road. The current zoning is R-1 Rural Residential. The average lot size is
approximately 1.26 acres. Lots will be served by individual wells and septic systems.
Project build-out is estimated at eight years. Housing units will be constructed,
beginning in 1998, with completion of the project scheduled for 2005. Units will consist of
detached single-family homes, and the applicant estimates the average sales price to be
$105,000, including the lot.
METHODOLOGY
Fiscal impact analysis is a projection of the direct, current, public costs and revenues
associated with residential and non residential growth in the jurisdiction in which the growth is
taking place. Fiscal impact analysis considers only direct impact in that it projects only the
primary costs that will be incurred and the immediate revenues that will be generated. It
calculates the financial effect of a planned development or new subdivision by considering
the current costs and revenues such a development would generate if it were completed and
occupied today. Fiscal impact analysis does not consider the private costs of public action. It
is concerned only with public (governmental) costs and revenues.
The method used in preparing the fiscal impact analysis is the Service Standard
Approach. While only gross expenditures by service category are derived from the Per
Capita Method, the Service Standard method determines the total number of additional
employees by service function that will be required as a result of growth. This method
employs average county government costs per person, average school costs per pupil, an
employee to population ratio, and average operating expenses per employee for each
service category and school district. The number of new employees are projected and
multiplied times the average operating expenses (includes personnel, operating and capital
costs) per employee. These average costs are then weighed against per capita and per
pupil revenues to project the total net fiscal impact of the development.
