PURPOSE: To consider renewing leases from July 1, 1998 through June 30, 2001 for the following
agencies:
1.) Wake Opportunities (Head Start); located at Northern Human Services Center, Cedar Grove;
2.) JOCCA- nutrition site; located at Northern Human Services Center, Cedar Grove;
3.) JOCCA-- Nutrition site at the Northside Community Center Buidling, Chapel Hill.
4.) Cedar Grove Day Care, located at the Northern Human Services Center, Cedar Grove.
BACKGROUND: These agencies operate day care services and Senior nutrition sites at the Northern
Human Services Center and the Northside Community Center, Chapel Hill. They are on -going programs
with leases originating in 1983. Terms and conditions of each lease remain the same, with the following
exceptions:
• The present lease requires each agency to pay their pro -rata share for utilities in the building.
Funding to these organizations makes ability to pay very difficult. As a result, for several years there
has been no compliance with this lease condition. The attached renewal agreements modify the
language to reflect their requirement to pay pro -rata share of utilities, only if they receive or can
receive funds to reimburse the expense.
• The term of each lease is extended to June 30, 2001.
Highlights of the remaining lease terms are summarized as follows:
• Rent is provided as in -kind support. A spreadsheet citing amounts is attached.
• County provides maintenance for HVAC, plumbing and electrical systems.
• County provides grounds care.
• County maintains parking areas.
• County cleans and maintains all common areas in the building, however, each agency is responsible
for cleaning their program space.
• Each agency is responsible for insuring whatever personal property they have in the leased premises.
RECOMMENDATION: The Manager recommends approval of lease renewals for Wake Opportunities,
Cedar Grove Day Care and JOCCA through June 30, 2001; and and authorize the Chair to sign on
behalf of the Board.

WHEREAS, a lease agreement was made and entered into as of the 29th day of August,
1983 by and between Orange County, as LESSOR and Wake Opportunities, Inc., as TENANT, for
space to be used as a Day Care Center at the Northern Human Services Center, Cedar Grove, NC;
WHEREAS, the LESSOR and the TENANT wish to renew the lease agreement.
NOW THEREFORE, LESSOR and TENANT mutually agree to the following:
1. The lease agreement will be continued for a period of three years commencing on July 1,
1998 and ending at 12:00 midnight on the day of June 30, 2001.
2. Section 3, "Utilities" shall be modified to read as follows:
Utilities:
In the event TENANT's funding source will reimburse TENANT for utilities at the
leased facility, the TENANT shall pay for the electricity and fuel for heat based on
the following formula:
Total square footage used by TENANT
Divided by total usable square feet of the building where property is located
Times the amount of electricity and fuel for heat bills received the COUNTY during
the term of this lease for the building where the leased property is located. The
COUNTY shall send the TENANT on a timely basis a statement itemizing such
utility charges. Payment shall be due to the COUNTY within thirty (30) days of the
date on such statements. The COUNTY shall pay for all water and sewer
charges.
All other terms and conditions will remain the same.

WHEREAS, a lease agreement was made and entered into as of the 29th day of
August, 1983 by and between Orange County, LESSOR and Joint Orange- Chatham
Community Action, Inc., TENANT, for space to be used as a Community Center and
a nutrition site at the Southern Human Services Center, Chapel Hill, NC;
WHEREAS, the LESSOR and the TENANT wish to renew the lease agreement as
amended.
NOW THEREFORE, LESSOR AND TENANT mutually agree to the following:
The lease agreement will be continued for a period of three years commencing on
July 1, 1998 and ending at 12:00 midnight on the day of June 30, 2001.
2. The name of the building in which the leased premises is located shall hereafter
be referenced as the Northside Community Center Building;
3. Section 3, "Utilities" shall be modified to read as follows:
Utilities:
In the event TENANT's funding source will reimburse TENANT for utilities at the
leased facility, the TENANT shall pay for the electricity and fuel for heat based on
the following formula:
Total square footage used by TENANT Divided by total usable square feet of the
