PURPOSE:
To awazd thra housing rehabilimrion mntracts for the CDHG Housing Rehabilitation Program.
BACKGROUND:
The Housing and Community Development Departmem solicitN bids from qualified housing
rehabilitation contractors panmpeting N the Coumy's Housing RehabJimtion Program. For the
English property, sealed bids were solicited from participating contractors on March 19 and April 2,
1998 with no response. Bids came sohcitd again for a bid opening on June 3, 1998. Two bide
ved and oprned on this day. For the Cates properties, sea1M bids we solicted Dom
participating contractors for a bid openng on lurrc 5, 1998. Two bids were rmeived end opened on
the same day. The irdonml bidding process is governed by the North Carolina Gmeral Smmes
§143-ll I and does not require a minimum number ofbids. aid results arc attached.
Presem progrem procedures provide that housing rehabiliurion wntracts be awarded to the lowest
responsible bidder. In the case of the Cama properties, the lowest bid exceeded the amount of
vailable funding. Thus, this ot5<e redesigned the snipe ofthejob and askW the responding
wnvamors for bids based on the rmegotiatedjob design. JOCCA dedinM ro submit a bid,
however, Mazk D. Hempel DEMOB Conswction Company did submit a bid for 532,000 for mch
