The types of problems which may be addressed through the EAP include drug and alcohol abuse, mental health including depression, parent/child issues, marital issues and job stress. The EAP also provides supervisory consultation for dealing with employee personal problems, and provides consultation an a variety of mental health topics such as stress management, depression and conflict management. The EAP currently serves as Orange County's referral agency for any employee problems related to substance abuse. The County's Drug and Alwhol Testing Policy, which complies with the Federal government's drug and alcohol testing requirements, requires the County to have a referral agency for an employee who tests positive for substance abuse. The EAP is the required referral service for drug and alcohol treatment under the Drug and Alcohol Testing requirements. Attachment 1 is an amendment to the EAP contract to renew it for 1998 -99. The contract provides for continuation of the present EAP services at a rate of $1.82 per employee per month. This is a 1.1 percent increase from the current rate of $1.80 per employee. The estimated annual cost for the EAP for 1998 -99 is $13,104. Funds for the EAP are included in the 1998 -99 budget. Attachment 2 is a draft updated Memorandum of Agreement with the Town of Hillsborough providing for the Town to continue to participate in the Count's RAP contract. Because of its size, the Town of Hillsborough has net been able to independently identify an EAP provider. In 1993, the Board approved including the Town as a subgroup on Orange County's EAP contract. Under the agreement, the County invoices and collects payment from the Town for the annual Town share of the RAP cost. Human Affairs International provides an annual report to the Town on r s utilization. The inclusion of the Town has no adverse impact on the County's EAP rate or level or service. Recommendation: The Manager recommends the Board: u Authorize the Board Chair to sign the contract with Human Affairs International to continue the EAP for 1998 -99 and a Authorize the Manager to continue the agreement for Town of Hillsborough inclusion in the EAP program. Memorandum fAgreement for Employee Assistance Poormm This memorandum outlines the approved agreement between the Town of Hillsborough and Orange County to include the Town of Hillsborough as a subgroup under Orange County's contract with Human Affairs International for an Employee Assistance Program (EAP). 1. The estimated armed cost for Hillsborough's 72 employee is about $1,572 for the period July I. 1998 through June 30, 1999.
