ORANGE COUNTY BOARD OF COMMISSIONERS
SPECIAL MEETING
APRIL 14, 1986
The Orange County Board of Commissioners met in special session on
April 14, 1986 at 7:00 p.m. in the Commissioners' room in the Orange
County Courthouse, Hillsborough, North Carolina.
COMMISSIONERS PRESENT: Chair Don Willhoit and Commissioners
Shirley Marshall, Moses Carey, Ben Lloyd and Norman Walker.
ATTORNEY PRESENT: Geoffrey Gledhill.
STAFF PRESENT: County Manager Kenneth R. Thompson, Purchasing
Director Pam Jones, Director of Economic Development Sylvia Price, and
Clerk to the Board Beverly A. Blythe.
Chair Willhoit announced the purpose of the meeting is to hear a
report from Dick Helwig, Chairman of the Telephone Technical Task Farce.
Commissioner Lloyd gave his apology for having to leave the meeting
early because of a previous commitment.
NOTE: Commissioner Lloyd left the meeting at 7:15.
Dick Helwig gave a special report on long distance failure of April
3 through April 11. (A complete copy of the narrative is in the
permanent agenda file in the Clerk's office).
After further discussion on the problem, the apparent cause, the
impacts and the solution, motion was made by Commissioner Marshall,
seconded by Commissioner Carey to approve the resolution as presented by
the task farce. The resolution is printed below:
R E S O L U T I O N
WHEREAS, all citizens rightly expect and find necessary reliable
telephone communications, whether local or long distance, and
WHEREAS, the citizens of Orange County have recently suffered
intolerable interruptions to long distance service provided through
Centel and General Telephone, which has occurred over a 10 day period,
and
WHEREAS, these service failures have caused distress to our
citizens, failed communications, lost orders and inaccessible supplies
to our local businesses, and present a threat to health and safety,
NOW THEREFORE BE IT RESOLVED that the Board expresses its deep
concern and disquiet regarding this intolerable situation, and
THAT the North Carolina Utilities Commission be asked by letter to
use fully its procedures to look into this matter, covering at least the
following three areas:
1. To assist in securing immediate relief (we understand a
temporary correction has been made.)
2. To investigate the nature of the problem and to make full
public disclosure of the events, their causes and the remedies taken to
date.

3. To take whatever steps are necessary to develop under public
scrutiny a plan fora permanent solution to this problem, together with
a prompt timetable for the plan's implementation; and, further, to
ensure that the telephone service providers implement forthwith that
permanent solution, so that such problems have an almost nil probability
of ever happening again.
VOTE: UNANIMOUS.
Chair Willhoit adjourned the meeting. The next regular meeting
will be held on April 22, 1986, 7:30 p.m., in the courtroom of the old
Post Office, Chapel Hi].l, North Carolina.
