Purpose:
To consider amending the Orange County Classification and
Pay Plan by establishing the class of Visitor Bureau Director at
Salary Grade 75 ($42,257 - $67,192).
Background:
Currently, the Visitor Bureau Director position is vacant. The
Visitor Bureau Director position was established in 1992. It
initially was set up on a flat rated salary rather than with a salary
grade and range in the classification and pay plan. The reason
for this is it was to be determinetl whether the Visitor Bureau
would become a separate non - profit agency or remain a County
function.
Since the Visitor Bureau is continuing as a County function, a
class title and salary grade for the Director's position needs to be
assigned in the Orange Counly's classification and pay plan.
Prior o beginning recruitment, the Personnel Department has
conducted a study of the position's classification. This has
included developing an updated position description, gaMenng
labor market data and reviewing comparisons with other County
positions.

The Director provides leadership, organization and coordination
for visitor services in Orange County. This includes assessing
needs', recommending initiatives to allrad visitors Implementing
programs to promote effective visitor services, including
extensive communications programs and providing liaison
among visitor service providers.
The total staff size for the Visitor Bureau division now is six, with
the addition of the Information Specialist and Administrative
Assistant II positions approved in the 1 y1998 -99 budget.
All funding for the Visitor Bureau is generated by the two percent
hotel /motel occupancy tax adopted in 1998.
Based on the job study, Personnel is recommending the position
be established at Salary Grade 75 in the classification and pay
plan. The salary range for this grade is 542 ,257- $87,192.
Fortner Visitor Bureau Director, Shelly Green's flat rated salary
was $53,733. Following action on the position's classification
and pay, Personnel will inkfate recruitment for the position.
Reoommenrlat on: The Manager recommends the Board amend Me Classification
and Pay Plan by establishing the class of Manor Bureau
Director at Salary Grade 75 effective August 18, 1998.

VISITOR BUREAU DIRECTOR
GENERAL DEFINITION OF WORK:
Performs complex professional and difficult administrative work planning, directing and
coordinating visitor services in Orange County.
Work is performed under me general supervision of the Orange County Economic Development
Director with input received from the Chapel HilVOrange County Visitors Bureau Board.
Supervision is exercised over all division personnel.
TYPICAL TASKS:
Develops plans and strategies to attract visitors and promote and enhance visitor services,
including identification of activities, facilities and services available for visitors;
Supervises and directs the work of Visitor Borrow staff;
Develops a containing program to increase the number of visitors to Orange Cowry and to
encourage longer stays;
Recruits new visitors to Orange County, including conferences, conventions, box tours, events,
church groups and the like as identified in an aunual marketing plan;
Manages a comprehensive communications program which includes visitor services publications
and directories;
Coordinates visitor group activities and local response such as transportation, group packages,
local briefings and business responses;
Develops the division's budget for the Visitors Bureau Board and Board of County
Commissioner's consideration;
Performs related tasks as required.
KNOWLEDGES SKILLS AND ABILITIES
Comprehensive knowledge of the visitor services, hospitality and tourism industry including
conventionessamence marketing and management; thorough knowledge of laws and regulations
underlying the visitor services industry; thorough knowledge of organization and management
principles and practices; ability to analyze and evaluate a variety of programs and develop and
implement plans, structures and systems responsive to identified needs; ability to establish and
maintain eff xtive working relationships with rite Visitors Bureau Board and a wide range of
public and private organizations and the general public; ability to communicate ideas clearly and
concisely, both orally and in wining; ability to plan and supervise dte work of subordinates.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited
college or university with major course work in business administration, public admitdstratiom
communications, hoteVmotel management, sales, marketing or related field and at least how
yens professional experience in hospitality, tourism, visitor services program management or
related field, including responsibility for progress development, marketing and badgering, and
supervisory experience.
