Purpose: To consider a fimchismg request in accordance wiO the provisions of the EMS
fiwchix ordinance, from Orange Rural Fve Depervnem for providmg first responder xrvices iv
Omvge Cowty.
Baekground: [n April, 1993, the Board of Commissioners adopted av "Ordinance Regulating
Emergency Medical. First Responder, and Rescue Services oral Granting of Fm«IVSes and Contrazts to
Ne Operators in the Cowty of Orange".
Nine fire departruents have been fimchisW to provide Pirs[ Responder Services: Caldwell, Cedar
Grove, Chapel Hill, Eno, Mebane, N<w Hope, North CluNam, Orange Gmvq end White Cross. The
Firn Responder Program cousins of firefighters specially trained in emergency medical basic life
support mcMiques, who are dispemhed m incidents m provide cme wtil a pemmedic arrives. This
program is also eMmcN to provide em1Y defibrilation iv cardiac arrest tests. As pointM om during
she Strategic Plmming Pr«ess, immediate caNiopWmonmy resuscitation and early defibrillation are
very eff«tive ways to tram sudden cardiac arrests and greatly increase patient survival potential.
Orange Renal F've Departrnent will be providing frst responder services within the town limits of
Hillsborough and in the Orange Renal Fire District The Depervnevt has previously been fimclrised to
perfomr light vehicle extrication.
The EMS Advisory Cou«il discussed tNS f t msponder fia«hix application on August 26,
1998, with no concerns or obj«tivns noted. EMS smHheve reviewed Wed«amenmtivu required of
the applicant by [he fren<hix oMina«e, end fend chat the application for fiavchise is satisfactorily
supported.
Rerommevdafion: The Manager recommends [hat [he Board approve the fmnchix for the Orange
Renal Fire Department to provide first responder services.
