Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursumr m Section 13.2 of Chapter
159 0f the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the Smart Stan Program as awarded to the Orange County Departments
Of Social Services, Health, Library and Cooperative Extension by the State of North
Carolina and the Orange County Partnership for Young Children (OCPYC).
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document, and the rules and regoladons of the State of North Carolina.
Session 3. The following revenue is anticipated to be available to complete tbiS project:

Session 6. The Finaece Officer ,s hereby directed to maintain within the grant prepare fund sufficient specific
$nailed accounting mem er to provide the accounting to the grantor agency required by the grant
agreement and federal and sate regularities.
Section 7. Funk may be advanced from the General Fwd for the purpose of malting payments due.
Reimbursement requens should be made m the grantor steady m an orderly and newly treasurer.
Section a. Copies of this grant project ordinance shall be undo available to the Finance Officer for direction
in carrying our chic project.
Section 9. Positions aurhoriud through this grant project include:
10 full time equivalent positions in the Department of Social Services as authorb<d by
she Orange County Board of County Containment on February 15, 1994.
83 fuB lime equivaleut positions in the Health Department as authorized by the Orange
Cowry Board of County Commissioners on July 1,1995.
50 full time equivalent in me Coopene ve Extension Departm uthosized by the
Orange County Board of Cowry Commissioners on June 30,1997, a
Funding for these positions u contingent upon the General Assembly . allocation of Smart Start

Semen 10. This project postal begins January 18, 1994, and is valid through June 30, 1999. Subroment
funding of this grant project u contingent upon the avadabiGry of funds sul[icient to cover
expenditures.
Section 11. This ordinwce supersedes All previous Smarr Scan Program Grant Project Ommanres.
